- The U.S. Army Space and Missile Defense Command/Army Forces Strategic Command (USASMDC/ARSTRAT), Redstone Arsenal AL, intends to revise an in-progress effort (contract W9113M-08-C-0173 with General Dynamics-AIS, Ypsilanti, MI 48197) relative to Operations and Maintenance efforts for the International Monitoring System (IMS). General Dynamics Advanced Information Systems (GDAIS) provides operation and maintenance (O&M) support for the Radionuclide Particulate and Radionuclide Nobel Gas Stations for the US monitoring effort as part of the IMS. Contract No. W9113M-08-C-0173 was awarded to GDAIS on 18 APR 08. Since this contract was awarded, there are now additional OSD requirements from upcoming Comprehensive Nuclear Test Ban Treaty (CTBT) Ratifications which require additional equipment for Treaty Monitoring and an Operational Support Center. The intent of this action is to increase the dollar amount of Option 5 (Equipment) to allow the purchase of seven new Radionuclide Nobel Gas Stations and purchase additional support equipment. The USASMDC/ARSTRAT issues this Pre-solicitation Notice to inform all interested parties that we intend to negotiate and award this revision to the existing contract with GDAIS. Contract W9113M-08-C-0173 will be modified to allow for the acquisition of the needed equipment. It is anticipated that all efforts will be completed within the current period of performance of the existing contract. This action is pursuant to the authority of 10 U.S.C 2304(c) (1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirement. This notice of intent/synopsis is being issued for information purposes only and it is not a request for competitive proposals. Solicitation documents are not available.
