- Rationale Supporting Use of Authority Cited Above: The HPAC and LPACs are critical to the USS Frank Cable's mission. The HPACs provide dry, oil free air for several critical mission support systems including, but not limited to, the ship's missile work shop, diver tanks for diver breathing air, submarine charging station air, air to support nuclear repair department work and start air for the ship emergency diesel generator. The LPACs provide low pressure air to critical propulsion and auxiliary system including but not limited to air for boiler fuel oil steam atomization, air to support the tank level indicating system, charging air for pneumatic tanks, and air for pressure testing torpedoes. Inspection, adjustment, and repairs to the HPACs and LPACs must be done in accordance with OEM specifications, and parts used during the groom and repair of the units must be OEM certified. Dresser Rand is the Original Equipment Manufacturer (OEM) of the HPACs and LPACs and only Dresser Rand authorized parts and a Dresser Rand authorized service representative can accomplish the required inspections, repair, and groom. Dresser Rand authorized representatives are the only known sources who have possession of design data, material specifications, proprietary information and historical operating parameters relating to the repair of the HPACs and LPACs. The use of non-OEM parts and/or non OEM authorized service representatives will jeopardize reliable and safe plant operation and may result in personal injury or severe equipment damage.
