- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions (OA), on behalf of National Institute of Dental and Craniofacial Research, (NIDCR) intends to negotiate and award a purchase order on a noncompetitive sole source basis to General Electric Healthcare. To purchase an on-site service agreement including one preventative maintenance on the below equipment. Background information: The NIDCR Skeletal Diseases Branch has a GE eXplore Locus SP µCT device that is required for high-resolution 3D imaging and analysis of skeletal tissue and non-skeletal tissue. This system may be used to determine that a bone specimen is osteoporotic. The system returns numerical values for bone and mineral content in a specimen and enables quantitative analysis and comparison of several specimens in a way that would not be possible with other analysis tools. The equipment is located in building 30, room 123 and is a stationary device with a dedicated air conditioning unit. Statement of Work: The service agreement shall include: •µCT scanner (model: eXplore Locus SP, serial # 25990045-MS0900325-009) with an associated PC workstation and memory cluster (NIH decal 01057778) •Preventative maintenance visits per year •Guaranteed phone support within 2-8 hours of initial contact •On-site visits within 96 hours •All parts covered for any failure other than misuse •Travel for both regular scheduled maintenance and emergency service calls •Software updates The service contract is for a twelve month period; with period of performance from 1 September 2010 thru 31 August 2011. The sole source determination is based on the fact that the NIDCR/Craniofacial and Skeletal Diseases Branch requires a service contract in order to obtain continuous service of the device and running software updates. Without a service contract the Government could experience down time in the experiments conducted in the laboratory. The system cannot be down for any period of time due to the high usage of ongoing experiment in the institute/laboratory. GE is the manufacturer of this equipment and it is required that a certified technician maintain the system. Therefore, it is in the Government’s best interest to procure this service from the manufacturer. GE equipment is proprietary and any technician must be certified by GE as they are the only company that can provide parts that are worn and/or damaged. In addition, GE with their service contract enables web conference based repair of software problems on the system. This remote diagnosis and repair enables quick and efficient repair/maintenance of the system which is essential to uninterrupted operation. The North American Industry Classification System (NAICS) code is 811219, and Size Standard $7.0 Million is applicable to this requirement. The Small Business set-aside does not apply. The reference number for this notice is NHLBI-PB-(DE)-2010-293-DDC. The resultant acquisition will be conducted in accordance with FAR Part 13, simplified acquisition procedures and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 05-44. The notice of intent is not a request for competitive proposals. Only one responsible source and no other supplies or services will satisfy agency requirements. Interested parties may identify their interest and capabilities in response to this requirement, or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by August 30, 2010, 7:30 a.m. eastern time, will be considered by the Government The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement. Responses to this announcement, referencing synopsis number NHLBI-PB-(DE)-2010-293-DDC, may be submitted to the National Heart, Lung and Blood Institute, Office of Acquisition Center, Procurement Branch, Quotations must be submitted in writing to the National Heart, Lung and Blood Institute 6701 Rockledge Blvd., Room Suite 6100, Bethesda, Maryland 20892, Attention: Deborah Coulter, Emails will be accepted. All responsible sources may submit a quotation, which if timely received, shall be considered by the agency.
