- RECOVERY - THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY UNDER CENTER FOR INFORMATION TECHNOLOGY (CIT) SUPPORT UNDER Protiviti Government Services GSA Contract No. GS-35F-0435N. In accordance with FAR Part 5.7, Publicizing Requirements Under the American Recovery and Reinvestment Act (ARRA), this is a notification of a modification to an existing, competitively awarded, Time-and-Materials (T&M) Delivery Order HHSN276201000182U(Protiviti) under the requirement entitled RECOVERY - Professional Information Technology Program and Technical Services to Support the Federated Identity Management Initiative. This deliver order was previously competed and awarded in accordance with Federal Acquisition Regulations (FAR), Part 8.402 Federal Supply Schedules. It is the intent of The National Library of Medicine for Center for Information Technology (CIT), National Institutes of Health (NIH), to modify existing award, competitively awarded Time-and-Materials (T&M) delivery order to Protiviti Government Services under the company GSA Contract No. GS-35F-0435N. The purpose of the modification is to incorporate additional labor hours within the statement of work in order for the contractors to further support CIT with the design and implementation of federated identity management solutions that comply with OMB's e-Gov initiatives as defined in the E-SIGN Act, the Government Paperwork Elimination Act, the E-GOV Act, OMB M-04-04, NIST SP 800-63 and other allied documents. The ARRA funding will allow the Federated Identity Management Initiative to fast track the implementation schedule, incur significant savings now by locking in licensing and services at a reduced price, and minimize some of the financial risks associated with spreading across three - four years, the Government will be able to further minimize licensing costs by reducing the annual ongoing maintenance costs of these licenses. This requirement is being processed for CIT by the National Library of Medicine (NLM). This notice is for information purposes only. This is not a RFQ nor is a RFQ available.
