- Subject: Ultra-Small-Angle X Ray Scattering (USAXS) and X Ray Photon Spectroscopy (XPCS) Purchase Request Number: NB852080-A-06362 Notice Type: Special Notice Response date: 08/01/2010 Synopsis: The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the, NIST Information Technology Laboratory, intends to negotiate with Zhang, Fan on a sole source basis under the statutory authority of 41 U.S.C 253 (c) (1), only one responsible source, to provide the services described below. Description of services: The contractor shall perform research on USAXS and incorporate measurements capabilities from SAX and XPC Sole Source Justification: Dr. Zhang has worked with NIST on development of the previous generation of the USAXS instrument, as well as on early development of the combined USAXS-XPCS capability. This requirement is to develop the next generation of USAXS facility. NIST anticipates negotiating and awarding a firm-fixed-price type purchase order. Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition.
