- The United States Department of Commerce, International Trade Administration intends to award on a sole source basis, under authority of Federal Acquisition (FAR) 6.302 Other Than Full and Open Competition to UBM Global Trade, Inc. for the a one year subscription of PIER Trade profiles to include Commodity, States/U.S. Region, U.S. Ports/Coasts on a monthly online basis. The International Trade Administration requires a subscription for PIER Trade Profiles in support of the President's National Export Initiative (NEI) which was recently signed (Executive Order 13534, March 11, 2010). The NEI will help meet Administration's goal of doubling exports over the next 5 years by working to remove trade barriers abroad; by helping firms --especially small businesses - overcome the hurdles to entering new export markets; by assisting with financing; and in general pursuing a Government-wide approach to export advocacy abroad, among other initiatives. In addition, the NEI supports ITA's core mission to strengthen the competiveness of U.S. industry, promotes trade and investment, and ensures fair trade policies through the rigorous enforcement of trade laws and agreements. This allows ITA to carry out one of its top mandates: to improve the global business environment and help U.S. organizations compete at home and abroad. The Period of Performance for this request is will be from Date of Award through 12 Months. Vendors who have believe they have the ability to provide the specified trade profiles are required to submit in writing an affirmative response demonstrating that they can meet the Government requirements. The response must be sufficient to permit agency analysis to establish bona fide capability to meet the requirements. Failure to submit sufficient documentation will result in the Government proceeding as stated above. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely with the discretion of the Government. Affirmative written responses must be received no later than 15 days after this publication.
