FOR MORE INFORMATION PLEASE CONTACT: Anthony Sclafani. 410-417-2007. Anthony.Sclafani@us.army.mil. This is a SOURCES SOUGHT MARKET SURVEY. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. Any information submitted by respondents to this synopsis is strictly voluntary. This market survey does not constitute a Request for Proposals (RFP) or a request for sealed bids (IFB), nor does its issuance restrict the Government as to its ultimate acquisition approach. The Government will neither award a contract solely on the basis of this notice, nor pay respondents for any information that they submit in response to this Sources Sought request. The United States Army CECOM LCMC is conducting this sources sought market survey to determine price and availability (P&A) from potential sources capable of fulfilling a Foreign Military Sales (FMS) requirement as follows. This scope of work is to provide operations and maintenance (O&M) services and spare parts for the Iraq Ministry of Interior (MOI) Advanced First Responder Network (AFRN). This scope also includes training the MoI personnel in the operation and maintenance of the AFRN system so that the MoI will be able to operate and maintain the system without vendor support. This scope also covers AFRN equipment and service enhancements. The AFRN is Iraqs public safety and emergency services communication backbone. The AFRN is installed and equipped in 15 of the major cities throughout Iraq and serves 65% of Iraqs population (over 18 million). Traffic includes around 1,400 emergency calls and 75,000 push to talk calls a day. AFRN is built on TETRA standards (Terrestrial Trunked Radio) which is an open set of standards developed by the European Telecommunications Standards Institute. The AFRN backbone is built with Motorola based TETRA technology known as DIMETRA; however the radios are SEPURA. Other system technologies include: ProCAD for mapping and dispatching, Frequentis for call taking, MotoLocator for GPS capability, Full Vision and Zone Watch for Network management. For purposes of pricing, the scope will be performed on government furnished equipment and in government furnished facilities. Costs should reflect the cost of performing responsibilities in Iraq, such as life support and security. Responses must include price, availability, lead times and the schedule stated in months after contract award for each identified task. P&A responses should not be bundled with a bottom-line figure. All P&A should be itemized according to the following categories: Operations and Maintenance for TETRA system: Provide a Rough order of Magnitude (ROM) for services in the operations and maintenance of the AFRN. This scope includes repairing the mobile switch offices breakdowns (MSO) (quantity: 4), the Governing Districts Centers (GDC) (quantity: 10), and the main Enhanced Base Transceiver Stations (EBTS) (quantity: 63), MTS (Quantity: 5), the MoI Incident Coordination Center and the National Command Center. The scope also covers operating a Network Operating Center (NOC) 24 hours a day and seven days a week, troubleshooting software and other technical components. The NOC shall provide real-time automated trouble ticket e-mail notifications to the customer. Scope involves responding to trouble tickets with a response time of 24 hours in Baghdad and 48 hours in the provinces. Scope also includes operating the Frequentis and Procad systems for all the GDC sites and performing monthly preventative maintenance on all AFRN sites. Provide a ROM for a 6-month and a 12-month period of performance. Training: Provide a ROM for classroom and on the job and classroom for the AFRN. The ROM should reflect a detailed class schedule designed to enable MoI personnel to operate and maintain the system without vendor support. This should include training MoI personnel in the repair of all the MSOs, GDCs, EBTS. Training also must incorporate performing NOC operations, troubleshooting, logistics, and integrating MOI personnel in daily O&M functions such as field visits to the MSOs and GDCs. The program should train MoI personnel in the operating and examining processes within the Swig 1 from the main remainder enhanced base transceiver stations. The ROM should include two in-country classroom training coursesone course for the Procad system and one course for the Frequentis system. Each course should be up to 160 hours in duration and train up to 10 students. Provide a ROM for a 6-month and a 12-month period of performance. System Enhancement Services: Provide a ROM for the following services: a. Study of fleet mapping -- Scope includes providing a programming and training aid and implementation plan for the talk groups and radio IDs to properly affiliate in the AFRN between a radio and a repeater with the interzone. b. E1 reduction study -- Scope includes reviewing the current E1 (fiber & microwave) configuration to determine if the network can be streamlined to reduce or optimize the number of E1s being utilized. c. GDC and NCC operational needs study Scope includes generating a written report that compares MoI operations with similar AFRN systems in the geographic region to determine what capabilities are being used by other countries that Iraq may want to implement. Scope involves documenting the comprehensive capabilities of the existing AFRN system, ie what features are activated and what features are available. The intent of this report is to identify future requirements. d. Hilla MSO Provisioning Scope includes provisioning Hilla as an MSO backup to the Baghdad MSO by connecting all Baghdad locations to Hilla in the event the Baghdad switch fails. e. Integration/installation Scope includes integrating or installing the enhancement equipment delivered under this scope of work. System Enhancement Equipment: Provide a ROM for delivering the following equipment: 4 pre-programmed CPU cards for WAN SWITCH, Baghdad switch 2 pre-programmed CPU cards for each switch in Babil, Basrah, Kirkuk (6 total cards) 4 pre-programmed HSSI cards for WAN SWITCH, Baghdad switch 2 pre-programmed HSSI cards for each switch in Babil, Basrah, Kirkuk (6 total cards) 2 GPIF cards for E1 connection 2 JIF card for computers 4 Network Management Terminals 1 TBO card for connecting external lines 2 KVL3000 devices for programming the Motorola devices MTH800 and MTM800 1 PROVISION CENTER computer to program the Motorola devices MTH800and MTM800 5 Programming cables for manual Motorola sMTH800 5 Programming cables for offices and vehicle Motorola devices MTM800 6 FREQUENTIS computers with accessories 32 Digital phones type DB222 with accessories 10 Analog cards type ELU29 10 Externals lines card type TLU75 5 Switches, special net MDF 5 Cards E1 type TLU76 This ROM should reflect shipping and transportation costs. Spare parts: Provide a ROM for Motorola spare parts. Industry standards should be used to determine the spares composition and quantities required for the size of the network reflected in this inquiry. This ROM should reflect shipping and transportation costs. Provide a ROM for a 6-month and a 12-month period of performance.
