- This is a Request for Information (RFI) for market research purposes. The United States Air Force is seeking information from interested parties on a space-based microwave sensor(s) for environmental weather sensing. The DMSG program office is interested in information from industry as well as government labs. All Small Businesses and Small Disadvantaged Businesses are encouraged to submit responses. A. DESCRIPTION The United States Air Force is seeking information from interested parties on a space-based microwave sensor(s) for environmental sensing. This information is requested for Government planning purposes in support of the Defense Weather Satellite System. B. PURPOSE PURPOSE. The purpose of this RFI is to seek information on space-based microwave sensor(s) for environmental weather sensing as described in paragraph D. The DMSG program office is interested in information from industry as well as government labs. The Government is also interested in other means of satisfying or supplementing the capabilities in paragraph D. THIS IS A REQUEST FOR INFORMATION ONLY. This RFI is issued solely for information and planning purposes. It does not constitute a solicitation (Request for Proposal or Request for Quotations) or a promise to issue a solicitation in the future. This RFI does not commit the government to contract for any supply or service whatsoever. Furthermore, we are not at this time seeking proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party's expense. All information received in response to this RFI that is marked PROPRIETARY will be handled accordingly. The Government shall not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Proprietary information or trade secrets should be clearly identified. Responses to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract or agreement. The Air Force will not be obligated to pursue any particular acquisition alternative as a result of this RFI. Responses to the RFI will not be returned. Not responding to this RFI does not preclude participation in any future solicitation, if one is issued. C. SENSING CAPABILITY INFORMATION SOUGHT RFI responses to the requirements within paragraph D should describe the respondent's current capability and program maturity, the respondent's ability to manufacture the capability, and the cost and schedule estimates to provide the capability. The following sensing capabilities are sought: Performance The Air Force seeks a minimum of current DMSP SSMIS levels of performance. Describe the respondent's sensor(s) performance in terms of the IORD-II Key Performance Parameters (KPP), listed below: 1. Atmospheric Vertical Moisture Profile 2. Atmospheric Vertical Temperature Profile 3. Global Sea Surface Wind Speed 4. Imagery 5. Sea Surface Temperature 6. Soil Moisture Design and Manufacturing Briefly describe one or more solutions. 1. Describe the configuration, including subassemblies and software, including size, weight, power, interfaces, thermal dissipation and disturbance levels generated (i.e. momentum jitter). The satellite is designed for a 1553 or 1394 interface to a spacecraft bus. 2. Describe the technology and design maturity, and manufacturing readiness 3. Describe what non-recurring tasks have been completed and which tasks still remain to be accomplished. 4. The Government is seeking a reliability of.90 per channel for 7 year operational life plus 8 year ground storage. Cost and Schedule Provide cost and schedule estimates for each solution. Additionally, describe the contract type assumed for the cost and schedule estimates. The requested estimates are given for cost estimation purposes only and the government is only seeking information for market research purposes. 1. Provide a schedule, including an NLT needed for authority to proceed date and other major milestones that support sensor delivery dates of Jun 2016 and Jun 2019. An earlier delivery with storage at the respondent's facility is also acceptable. Include a critical path analysis, if available. 2. Provide cost/schedule estimates at 80% confidence level 3. Costs should be separated between non-recurring and recurring costs 4. Provide time-phased costs in base year FY2010 5. Report costs by standard elements of cost. Do not include fee in cost estimate 6. Include discussion of any cost drivers, cost tradeoffs, and schedule considerations Risk Discuss risks to your solution. Where possible, attach a dollar estimate to the risk. Corporate Expertise Briefly describe your company, your products and services, history, ownership, financial information, and other information you deem relevant. Include your company's ability to manufacture the alternative and include what effort would be subcontracted and the subcontractor's capabilities. Please provide any other materials, suggestions, and discussions you deem appropriate. E. SENSING CAPABILITY SAMPLE RESPONSE OUTLINE Following is a suggested outline for a response to this RFI. This outline is intended to minimize the effort of the respondent and structure the responses for ease of analysis by the government. Nevertheless, respondents are free to develop their responses as they see fit. REFERENCE LIBRARY Reference documents are available only upon request and will be provided only to individuals with the proper security clearances. G. SUBMISSION OF RESPONSES: ALL RESPONSES SHALL BE SUBMITTED VIA EMAIL Responses to this RFI should be submitted using MS Word (12 point font) no later than 1400 PST, 8 Sep 10 to Mr Jimmy Hupalar, and Lt Col Matthew Regner at the following e-mail addresses: jimmy.hupalar@noaa.gov and matthew.regner@losangeles.af.mil. Please limit responses to 20 pages written (with 1 inch margin) and/or 20 MS PowerPoint slides (with 1 inch margin). Responses to all or part of the above RFI will be accepted. Proprietary information shall be clearly marked. The Government will NOT be responsible for any proprietary information not clearly marked. Responses to the RFI SHALL include the following: Submitter's Name Street Address, City, State, NINE-Digit zip code Point of Contact (POC) POC Telephone and facsimile numbers. Responses received after 1400 PST, 8 Sep 10 may not be considered in the government's analyses. You may submit corporate expertise information if you would like to be considered a possible interested source. We may contact RFI respondents to get clarification on the information submitted. The Air Force has entered into contracts with The Aerospace Corporation, Tecolote Research, QuanTech, Integrity Applications Incorporated, Stellar Solutions, and Canyon Consulting. These companies support the Air Force program office by performing technical reviews, systems engineering and integration analyses, cost estimation, and other assessment services. Respondents are hereby notified that all responses will be provided to our support contractors for their services to the U.S. Air Force. If respondent disagrees with the release of its RFI response to any of the companies listed above, respondent must clearly state this restriction in the cover letter accompanying the RFI response H.
