Description
Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 6120 Executive Boulevard, EPS Suite 600, Room 6072, Rockville, MD 20852, UNITED STATES. Description The National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), Occupational & Environmental Epidemiology Branch (OEEB), plans to procure on a sole source basis the services of Aichi Cancer Center, 1-1 Kanokoden, Chikusa-ku, Nagoya 464-8681 Japan for DNA sample & phenotype data preparation & shipment for a GWAS of lung cancer among Asian females: Japan. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Period of Performance: Performance shall be for three months from date of award. Recent findings from lung cancer genome-wide association studies (GWAS), which have been performed primarily among smoking Caucasian males, found variants in loci 15q25, 5p15, and 6p21 to be associated with lung cancer susceptibility. A GWAS of lung cancer among never smoking females in Asia strongly complements these previous and ongoing efforts. To this end, a GWAS of lung cancer among never smoking female cases and controls from at least 15 studies in Mainland China, Taiwan, Korea, Singapore, and Japan will be conducted. Data will be obtained on at least 6,000 cases and 8,000 or more controls, which will be the largest GWAS of lung cancer ever carried out among never smokers in any population to date. The contractor shall prepare and ship DNA samples, as well as phenotypic and covariate data to the NCI for the cases and controls that were enrolled in the contractor's epidemiological study of lung cancer in Japan. Subjects for this GWAS of lung cancer among never smoking female must include key geographic regions in Mainland China, Taiwan, Korea, Singapore, and Japan. The Aichi Cancer Center of Japan is a comprehensive cancer center combining hospitals and a research institute in Japan that covers basic cancer research through the terminal care of patients. Dr. Keitaro Matsuo of the Aichi Cancer Center is one of Japan's leading experts in cancer epidemiology and has carried out one of the only published molecular epidemiology study of lung cancer in Japan. This study has led to the first and only GWAS for lung cancer among never smoking females in Japan. The pooling of these findings, as well as results from further genotyping, with findings from other study centers in this GWAS effort will help elucidate lung cancer susceptibility attributed to genetic variation and environmental risk factors. NCI's GWAS of nonsmoking women in Asia needs cases and controls from Japan for the effort to be representative of Asia, and the Aichi Cancer Center is the only known source that has conducted a GWAS of lung cancer among nonsmoking women in Japan. Therefore, the Aichi Cancer Center is uniquely qualified to provide the services described in this procurement. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI contracting office on or before 11:00 AM EST on September 9, 2010. No electronic capability statements will be accepted (i.e. email or fax), an original and one copy must be sent to the NCI Office of Acquisitions to the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
