Description

The United States Patent and Trademark Office (USPTO) intends to award a sole source purchase order to Systran Software, Inc., 4445 Eastgate Mall, Ste 310, San Diego, CA 92121-1979 in the amount of $33,952.50 (one base year and (2) one-year options) for annual maintenance of the USPTO's Systran WebServer 5 in accordance with FAR 6.302-1 (only one responsible source and no other supplies or services will satisfy agency requirements). This is not a solicitation nor will a solicitation be issued in regards to this announcement. In accordance with FAR 6.302-1, Systran is the software developer and is the only source available that can provide the annual maintenance. BRAND NAME JUSTIFICATION: USPTO has a requirement for the brand name annual for software maintenance as outlined above. USPTO already owns the software licenses and is only purchasing the software maintenance at this time. Annual software maintenance is required to obtain software updates, patches and technical support. These elements are critical to maintaining USPTO's Patent Application Security System (PASS). Systran is the only software and mainteance that fulfills the requirement of USPTO at this time. No other brand of software will seamlessly integrate into the existing PASS system.
