Description
PROPOSERS' DAY WORKSHOP The Defense Advanced Research Projects Agency (DARPA) will host two Proposers' Day Workshops in support of Broad Agency Announcement (BAA) DARPA-BAA-10-84, for the Cyber Insider Threat (CINDER) program. These workshops will be held on both the West and East Coast. The West Coast Proposer's Day Workshop: 2 September 2010, Hilton Union Square, 333 O'Farrell Street, San Francisco 94102 from 8:00 AM to 5:00 PM (PST). The East Coast Proposer's Day Workshop: 9 September 2010 at System Planning Corporation, 3601 Wilson Blvd, Apt 500, Arlington, VA 22201 from 8:00 AM to 5:00 PM (EST). The CINDER workshops will: • Provide information on the Cyber-Insider Program • Answer questions about working with DARPA • Promote participation in insider threat detection • Provide meeting opportunities with the Program Manager • Facilitate networking and teaming opportunities PROGRAM OBJECTIVE AND DESCRIPTION: The CINDER program will develop novel approaches to detect ongoing activities within government and military interest systems and networks (see Note 1 below) that are conducted in support of adversary goals. The goal of CINDER will be to greatly increase the accuracy, rate and speed with which insider threats are detected and impede the ability of adversaries to operate undetected within government and military interest networks. REGISTRATION INFORMATION The CINDER Workshop is open to all U.S. Citizens and intended for a wide range of potential performers. Interested individuals, consultants, small businesses, laboratories, and universities with applicable backgrounds are expressly invited. These workshops are not intended for parties who are not interested in bidding or participating on a bidding team, e.g. the public or members of the press. Workshop participants must register for the Cyber-Insider program Proposers' Day no later than 2:00 pm EST on Monday, 30 August 2010, on website: http://cinderprogram.spcconference.com. Attendance will be limited to a maximum of 2 individuals per organization. Workshop attendees are required to submit a U.S. Citizenship Verification form in order to attend this workshop. The completed Citizenship Form must be verified by a security officer or company representative and emailed to: DARPA-BAA-10-84@darpa.mil no later than 2:00 pm EST Monday, 30 August 2010. The Citizenship Form is available for download at the registration website. Attendees will be required to present government issued photo identification upon entry to the event. Attendance is not required to propose to any associated BAA. Please include "citizenship form" in the subject line of your email. Additionally, attendees wishing to present company overviews, discuss their technology expertise, and/or discuss teaming opportunities may request scheduled presentation times at the workshop. Presentations may contain a maximum of 5 slides and are limited to fifteen (15) minutes each (including logistical issues). It is the presenter's responsibility to ensure that all material presented at the Proposers' Day Workshop has been approved by the sponsoring organization in advance. At the conclusion of the formal presentation, there will be an opportunity to meet individually with Mr. Peiter "Mudge" Zatko, the Cyber-Insider Program Manager. Individual sessions are limited to 15 minutes in duration and require a Purpose, Agenda, and Limit (PAL) document. An example of PAL may be found below. Requests that do not include a PAL may be declined. Please contact DARPA-BAA-10-84@darpa.mil to schedule an individual session. Please include "individual session" in the subject line of your email. L: 15 minutes NOTE 1: For this discussion military and government interest systems and networks refers to systems exclusively for the use of the DoD or US government or in the case of not for exclusive DoD or US government use, systems whose failure or compromise would adversely affect DoD or US Government operations or interests.
