Description
Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 6120 Executive Boulevard, EPS Suite 600, Room 6068, Rockville, MD 20852, UNITED STATES. Description The National Cancer Institute (NCI), Division of Cancer Control and Population Sciences (DCEG), the Science of Team Science (SciTS) team of the Behavioral Research Program (BRP) plans to procure on a sole source basis the services of Feng Consulting, 125010 Gravenhurst Lane, North Potomac, MD 20978 for advisor and assistance to study team science processes and outcomes as well as provide content materials relevant to the Team Science Toolkit website, an on-line resource. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Period of Performance: Performance shall be for the twelve (12) months from date of award. The Science of Team Science (STS) is a rapidly emerging field concerned with understanding and managing circumstances that facilitate or hinder the effectiveness of large-scale research, training, and translational initiatives. The SciTS has three primary areas of focus: 1) studying team science-the processes and outcomes to develop methods, definitions, and models (e.g., through evaluations of large transdisciplinary initatives); 2) developing and supporting the field by conference sponsorship and related disseminations; and 3) facilitating team science programs and projects (e.g. via R13 meeting/planning grants). Furthermore, The SciTS team is developing a team science toolkit to advance these three areas. The contractor shall develop team science research and evaluation studies by conducting the following tasks relevant to the Transdisciplinary Research on Energetics and Cancer (TREC): Develop TREC I bibliometric outcome evaluation study proposal; Develop TREC II evaluation feasibility study proposal; Analyze TREC training data using combined data sources including the TREC baseline and follow-up survey, TREC trainees' CV, and TREC briefing book; Review the literature of transdisciplinary training and develop a summary of the literature review; and finally, develop a manuscript on TREC transdisciplinary training. In addition contractor shall develop the Team Science Toolkit website content by completing the following: Develop a written document of the SciTS team narrative as a part of the content of Team Science Toolkit website; Conduct reviews of NIH center and network program evaluation reports and provide synthesis (N=12); and develop the SciTS database as part of the SciTS infrastructure building; The Contractor shall participate in SciTS research-oriented meetings via conference calls to update the SciTS team on research progress. The Contractor shall submit abstracts and presentations for professional conferences (N=2 abstracts/proposals; N=2 presentations). The Development of Team Science Studies and Databases project requires a deep knowledge of the development of the Science of the Team Science (STS) field and the evolving leadership role the SciTS team has played in this rapidly emerging field. In addition to expertise in the science of team science, transdisciplinary training and education, and program evaluation methodologies skills and experience are necessary. Feng Consulting, is uniquely qualified to perform the tasks required in that Dr. Feng is a behavioral scientist who was trained in program evaluation methodology, the science of team science, educational research and statistics, curriculum and instruction, and talent development and gifted education. This multidisciplinary training background provides her with unique perspectives and skills in delivering services to meet the immediate needs of the SciTS program. Dr. Feng's expertise for the development of team science studies is critical to the advancement of the research, manuscripts, and databases that the SciTS team is spearheading. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on September 9, 2010. No electronic capability statements will be accepted (i.e. email or fax), an original and one copy must be sent to the NCI Office of Acquisitions at the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) www.ccr.gov and the Online Representations and Certifications Applications (ORCA), http://orca.bpn.gov.
