Description
Synopsis Preventive Maintenance and Testing electrical Substation All contractor personnel/technicians will have successfully completed service and training from the manufacturer or a manufacturer accredited school and will have acquired a minimum of three (3) years experience on the equipment to be maintained. A list contractor personnel and proof of this accomplished training will be provided to the Contracting Officer upon request prior to award of a contract, and upon change in contractor personnel during the course of the awarded contract. This documentation will be provided and approved of prior to the performance of any maintenance and/or repairs under these contractor by contractor personnel. No unqualified individual will be allowed to perform maintenance and/ or repair of any equipment under this contract. Technician trainees or other unqualified individuals may assist or observe only, however, may not be allowed to do so if their presence delays this progress of the work to be accomplished. The Government will NOT pay for unqualified individuals or technician trainees present. INSPECTION AND TEST PROCEDURES Transformers, Liquid-Filled 1. Inspect physical and mechanical condition. 2. Inspect anchorage, alignment, and grounding. 3. Verify the presence of PCB labeling. 4. Perform as-found tests, if required. 5. Clean bushings and control cabinets. 6. Verify that alarm, control, and trip setting on temperature indicators are as specified. 7. Verify that cooling fans and/or pumps operate correctly. 8. Verify operation of alarm, control, and trip circuits from temperature and level indicators, pressure Relay, if applicable. 9. Inspect bolted electrical connections for high resistance using one of the following methods: 1.Use of low-resistance ohmmeter in accordance with Section 7.2.2.2. 2.Verify tightness of accessible bolted electrical connections by calibrated torque-wrench method in accordance with manufacture's published data or Table 10.12. 3.Perform thermo graphic survey in accordance with Section 9. 10. Verify correct liquid level in tanks and bushings. 11. Verify the positive pressure in maintained on gas-blanketed transformers. 12. Perform inspections and mechanical tests as recommended by the manufacturer. 13. Test load tap-changer in accordance with Section 7.12, if applicable. 14. Verify the presence of transformer surge arresters. 15. Perform as-left test. Electrical Tests 1.Perform resistance measurements through bolted connections with a lo2-resestance ohmmeter, if applicable, in accordance with Section 7.2.2.1. 2.Perform insulation-resistance test, winding-to-winding and each winding-to-ground, with test voltage in accordance with Table 10.5. Calculate polarization index. 3.Perform turns-ratio tests at the designated tap position. 4.Perform insulation power-factor or dissipation-factor tests on all windings in accordance with test equipment manufacture's published data. 5.Perform power-factor or dissipation-factor tests or hot collar watts-loss tests on bushings in accordance with test equipment manufacture's published data. 6.Perform excitation-current tests in accordance with test equipment manufacturer's published data. Work will include one base year from date of award through September 30, 2011 with 4 one year options to extend the contract.
