Description
NOTICE OF INTENT TO SOLE SOURCE: The Centers for Disease Control and Prevention (CDC) National Center for Chronic Disease Prevention and Health Promotion (NCCDPHP), Division of Reproductive Health (DRH) intends to negotiate on a sole source basis with Abbott Laboratories, Abbott Park, IL, an award to purchase supplies for the immunoassay analyzer used by the CDC laboratory to test for prostate specific antigen (PSA). CDC intends to procure services applying the simplified acquisition procedures in accordance with FAR Part 13, utilizing the sole source authority under FAR 13.106-1(b). The anticipated performance period is 12 months. The associated North American Industrial Classification System (NAICS) code for this procurement is 325412 with a standard size of 750. The vendor will provide 1) T PSA Test Kits #6C0627; 2) Test Kits #6C0727 and 3) Test Kits #6C06-22. CDC is not requesting competitive proposals and no solicitation is available. Firms that believe they can provide the services required are encouraged to identify themselves and give written notification to the Contracting Officer no later than September 2, 2010 at 4:00 PM Eastern Standard Time (EST). Minimum qualifications include: 1) Test kits must be compatible with the Abbott ARCHITECT Immunoassay Analyzer that is currently used in the laboratory; 2) Consistent performance which allows for quality control programs with high levels of measurement resolution providing the ability to statistically discriminate significant difference in sample values increasing reproducibility and reliability; 3) Technology which includes flexrate extended linearities, <.1 ppm carryover in chemistry and immunoassay testing, STAT access within 20 seconds, flexible testing protocols, smallest sample size need, patented chemiflex immunoassay testing technology and multi-dimensional sampling, and proven quality of results and 4) Utilization of a track-based, bar-coded specimen handling system. Determination not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Respondents will assume all financial costs for preparing a response to this notice. The U.S. Government assumes no financial obligation for the preparation and distribution of prepared responses.
