- NOTICE OF INTENT TO SOLE SOURCE: The Centers for Disease Control and Prevention (CDC) National Center for Chronic Disease Prevention and Health Promotion (NCCDPHP), Division of Heart Disease and Stroke Prevention (DHDSP) intends to negotiate on a sole source basis with Yale University School of Medicine, New Haven, CT, an award to provide CDC with data reports from the Medicare patient database such as length of stay, mortality rates, 30-day mortality rates, discharge dispositions, 30-day readmission rates and others to be utilized as one of the major data sources for National Cardiovascular Disease Surveillance System (NCVDSS) and the Data Trends and Maps (DTM) website. CDC intends to procure services applying the simplified acquisition procedures in accordance with FAR Part 13, utilizing the sole source authority under FAR 13.106-1(b). The anticipated performance period is 12 months. The associated North American Industrial Classification System (NAICS) code for this procurement is 541690. The vendor will perform the following tasks to provide the required Medicare patient data. A. Develop and complete a project work plan that includes: I. Listing of the specific indicators from the Medicare data that will be provided to CDC that meet the specifications for the DTM website. II. Detailed description of how each indicator is calculated using the template provided by CDC from the Surveillance Operations Manual. III. Documentation of the quality assurance process used to ensure the validity of the data analyses. B. Output aggregated data that will be displayed on the DTM website into a standard database provided by CDC. C. Provide technical assistance to CDC in interpreting/analyzing information from the data as needed. D. Notify CDC of any additions, updates, and corrections to existing Medicare database. Update aggregate data provided to CDC on a yearly basis. CDC is not requesting competitive proposals and no solicitation is available. Firms that believe they can provide the services required are encouraged to identify themselves and give written notification to the Contracting Officer no later than September 6, 2010 at 4:00 PM Eastern Standard Time (EST). Minimum qualifications include: 1) The vendor shall have access to and experience in working with large linked Medicare datasets. 2) The vendor shall be familiar with CDCs programs, its approaches and its data. 3) The vendor shall be established in the field of cardiovascular disease data, with experience in all the relevant areas such as patterns and trends, short and long-term outcomes, and cost calculations. Determination not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Respondents will assume all financial costs for preparing a response to this notice. The U.S. Government assumes no financial obligation for the preparation and distribution of prepared responses.
