- NOTICE OF INTENT TO SOLE SOURCE: The Centers for Disease Control and Prevention (CDC) National Center for Chronic Disease Prevention and Health Promotion (NCCDPHP), Division of Adolescent and School Heath (DASH) intends to negotiate on a sole source basis with the Food Allergy and Anaphylaxis Network, Fairfax, VA, an award to develop a well researched and publishable report or article on socio-ethnic, economic, and health disparities in food allergies. CDC intends to procure services applying the simplified acquisition procedures in accordance with FAR Part 13, utilizing the sole source authority under FAR 13.106-1(b). The anticipated performance period is 12 months. The associated North American Industrial Classification System (NAICS) code for this procurement is 611710. The vendor will perform the following tasks related to food allergies. Task 1) The vendor shall perform a review of the literature to yield a compilation of articles and reports related to disparities in food allergies. Sub-task 1A) The vendor will be responsible for identifying and securing external solicitation for the researching and writing of the article based on reasonableness of cost and appropriate performance history. Sub-task 1B) The vendor shall work with CDC-DASH to ensure that scientific expectations are met and to establish the relevance of the document to schools and school personnel. Task 2) The vendor shall develop and submit an article or report that summarizes the findings in the literature, identifies the key issues around disparities in food allergies, provides insight on future research in this area and defines the implications for schools. CDC is not requesting competitive proposals and no solicitation is available. Firms that believe they can provide the services required are encouraged to identify themselves and give written notification to the Contracting Officer no later than September 6, 2010 at 4:00 PM Eastern Standard Time (EST). Minimum qualifications include: 1) The vendor shall be an established leader in the field of research related to food allergy and anaphylaxis, and in developing and/or initiating policy related to food allergy and anaphylaxis, including producing food allergy tools and resources for parents and school audiences. 2) The vendor shall have a history of working with an extensive network of partners that includes medical professionals, state and federal government, school administrators, school nurses, and school nurse consultants and shall have developed food allergy tools and resources for parents and schools that have been endorsed by, or developed in collaboration with, these partners. Determination not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Respondents will assume all financial costs for preparing a response to this notice. The U.S. Government assumes no financial obligation for the preparation and distribution of prepared responses.
