- FOR MORE INFORMATION contact Anthony Sclafani at anthony.sclafani@us.army.mil or 410-417-2101 This is a SOURCES SOUGHT MARKET SURVEY. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. Any information submitted by respondents to this synopsis is strictly voluntary. This market survey does not constitute a Request for Proposals (RFP) or a request for sealed bids (IFB), nor does its issuance restrict the Government as to its ultimate acquisition approach. The Government will neither award a contract solely on the basis of this notice, nor pay respondents for any information that they submit in response to this Sources Sought request. The United States Army CECOM LCMC is conducting this sources sought market survey to determine price and availability (P&A) from potential sources capable of fulfilling a Foreign Military Sales (FMS) requirement as follows. This scope of work is for 24 months to provide technical consulting or field service support, training and equipment for the Iraq Ministry of Defense (MOD) Iraq Defense Network (IDN). The IDN is the Iraq MODs command and control voice and data network. The IDN consists of 40 sites throughout Iraq. This scope also includes services for the design, development, delivery and installation of UPS chloride units and generators. This scope includes oversight and directing all activities necessary to providing technical support and the installation of the UPS chloride units and generators. This field service support applies to all current and future IDN sites throughout Iraq. The scope also includes conducting formal training which is intended for the successful transition of the IDN to the Government of Iraq. Additionally, there is a requirement to provide spares. For purposes of pricing, the Rough order of Magnitude (ROM) should reflect the cost of performing responsibilities in Iraq, such as life support and security. Responses must include price, availability, lead times and the schedule stated in months after contract award for each identified task. RESPONDENTS SHOULD CONTACT THE POC FOR A STANDARDIZED SPREADSHEET TO BE USED IN SUBMITTING ROM VALUES AND FOR AN EQUIPMENT LIST P&A responses should not be bundled with a bottom-line figure. All P&A should be itemized according to the following categories: Technical consulting/Field Service Representatives (FSR): Provide a ROM for technical consulting/field service support for advanced CISCO and Dell technologies such as Cisco 6500 switches, MARS, Blade servers and SAN. The FSR is expected to work out of the MoD IDN NOC in the Baghdad IZ in order to troubleshoot and diagnose communications network issues/concerns, provide logistical and maintenance support for all previously procured network equipment and troubleshoot network equipment, as required. This ROM should also include all the labor costs required in providing logistical support of the UPS chloride units and the generators installed and provided for under this scope. The ROM should cover labor for one on site part time project manager, one system administrator and one network administrator and include all required support materials, transportation, life support, and security costs associated with this scope of work. Labor to design, install and equip a Chloride UPS unit: Provide a ROM, for scope to be performed in the Baghdad IZ, with all related labor costs in designing, installing and equipping four (4) Chloride UPS 90Net 250KVA. This scope includes connecting the UPS to the buildings electrical power system as required to power the MDF and IDFs. The scope includes establishing an enclosure where the chloride will be installed, and installation costs per enclosure for at least two air-conditioners, power cables with a ATS and circuit breakers. Labor to design, install and equip a generator: Provide ROM, for scope to be performed in the Baghdad IZ, with all related labor costs in designing, installing and equipping six (6) Generators (500 KVA). This ROM should include installing a fuel tank (10,000 liter) for each generator, installing dual inline filters between the tank and the generators and installing a concrete base where the generator will reside. Equipment costs for installing a Chloride UPS: Provide ROM for delivering one Chloride UPS unit. The unit is the Chloride 90Net 250KVA, 12 pulse, single. This ROM should include costs for providing air conditioners (at least two 48000 BTU air-conditions per enclosure), power cables with an Automatic Transfer Switch (ATS) and circuit breakers panels. Costs of the warranty should be included in the ROM. The warranty period should also be stated. Equipment costs for installing a Generator: Provide ROM for delivering one generator. The unit is the 500 KVA. This ROM should include costs for of a fuel tank (10,000 liter) for each generator, dual inline filters between the tank and material costs for installing concrete base where the Generator will reside. Costs of the warranty should be included in the ROM. The warranty period should also be stated. Software Licenses: Provide a ROM for delivering various software licenses. Contact the POC of this market survey for a list of software licenses. Classroom training: Provide a ROM for conducting classroom training involving: Two [2] training courses of Cisco Advanced Technologies consisting of training in: Wireless (Aironet 1410 Wireless Bridges), Security (ASA, IPS, CS-MARS), Application Networking (WAAS), Unified Communications (CallManager w/Secure Voice). This training is for 12 students for each course (24 students total). State the number of hours covered per course. One [1] training course in UPS (Chloride, MGE, and APC) Installation, Maintenance & Management. This training is for 12 students total. State the number of hours covered for this course. One [1] training course in Operation and Maintenance of Generators. This training is for 12 students total. State the number of hours covered for this course. Training ROM pricing should include documents (in Arabic & English) and training materials. Spares: Provide a ROM for delivering communications spares. Contact the POC for a listing of equipment. ROM pricing should include all the necessary transportation and administrative costs associated with shipping equipment to Iraq.
