- The National Cancer Institute (NCI), Division of Cancer Control and Population Sciences (DCCPS) plans to procure on a sole source basis services in support of the Collaborative Stage Data Collection System under the NCI Surveillance, Epidemiology and End Results (SEER) Program from Riessearch, LLC., 956 Farm Haven Drive, Rockville, MD 20852. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1 (b)(1). The North American Industry Classification System code is 541990 the business size standard is $7.0 Million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Period of Performance: Performance shall be for twelve months from date of award. The SEER Program collects information on incidence, survival, and prevalence from specific geographic areas and compiles reports on all of these topics as well as cancer mortality for the entire U.S. It also provides essential data to support research and decision-making across the NCI and collaborating organizations in the United States and around the world, covering approximately 26 percent of the U.S. population with its system of cancer registries. It has information in its database on more than 5.7 million cancer cases, and it adds over 380,000 cases per year. It is the only population-based source of long-term incidence and survival data, having a 35-year history in most of its registries. SEER is source data for the American Cancer Society's publication Facts & Figures and the multi-agency "Annual Report to the Nation on the Status of Cancer." As medicine becomes more personalized, data on biomarkers, genetic variation, and targeted treatments will be more available and analysis of these along with SEER data will be in greater demand. SEER is recognized internationally as the gold standard for cancer surveillance systems. The purpose of this procurement is to support the activities of the National Cancer Institute's SEER Program; specifically, the Collaborative Stage Data Collection System, updating selected coding schemas, providing assistance to cancer registry systems in developing countries, writing and editing technical materials and high impact statistical reports, and co-authoring articles using SEER data. The contractor shall complete the following tasks: 1) Develop, implement, and test the updated version of the Collaborative Staging Data Collection System 2) Provide guidance to developing nations to improve their cancer registration systems 3) Provide expertise to update data coding protocols 4) Develop technical manuals and/or reports 5) Serve as cancer surveillance expert in answering outside requests for information. This acquisition requires the development of standards used in the collection and coding of cancer data in the United States. Riessearch, LLC has made far-reaching contributions in this area, and is the leading national and international expert on cancer data codes and methods of their collection. Riessearch has worked extensively with not only the SEER Program, but also the Centers for Disease Control and Prevention's (CDC) National Program of Cancer Registries and the American College of Surgeon's National Cancer Data Base, through leadership on key committees and workgroups of the North American Association of Central Cancer Registries (NAACCR). The services require interaction with all of these organizations, including leadership of cross-agency committees that develop data collection standards for the country. It will include efforts to update the system of Collaborative Staging, which was originally developed by Ms. Ries to enable the pooling of data from all of the U.S. cancer registry databases. This system is expected to be the foundation of cancer surveillance for at least the next decade. Riessearch, LLC is uniquely qualified to perform the work under this contract as they have experience and expertise not readily available within the research community, and has guided the growth and development of the National and International cancer surveillance enterprise. Riessearch has coordinated the publication of several outstanding monographs in collaboration with some of the nation's leading cancer researchers. In addition, they are an award-winning cancer surveillance expert with national and international recognition. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on September 10, 2010. No electronic capability statements will be accepted (i.e. email or fax), an original and one copy must be sent to the NCI Office of Acquisitions to the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
