- NOTICE OF INTENT TO SOLE SOURCE: The Centers for Disease Control and Prevention (CDC) National Center for Chronic Disease Prevention and Health Promotion (NCCDPHP), Division of Adolescent and school Heath (DASH) intends to negotiate on a sole source basis with the National Association of School Nurses, Silver Spring, MD, an award to conduct food allergy activities for school settings. CDC intends to procure services applying the simplified acquisition procedures in accordance with FAR Part 13, utilizing the sole source authority under FAR 13.106-1(b). The anticipated performance period is 12 months. The associated North American Industrial Classification System (NAICS) code for this procurement is 541690. The vendor will perform the following tasks related to food allergies in school settings: 1) Develop a checklist that identifies the practices a school should adopt to ensure a comprehensive approach to managing chronic conditions; 2) Identify best practices and policies that strengthen school health services and school nurse collaborations with school staff, health care providers, and parents in managing food allergies in schools; and 3) Provide written recommendations for school nursing practices related to food allergy management in the school setting, including templates for epinephrine competency checklist, training unlicensed health care professionals and other resources deemed necessary for the advancement of school nursing practices. CDC is not requesting competitive proposals and no solicitation is available. Firms that believe they can provide the services required are encouraged to identify themselves and give written notification to the Contracting Officer no later than August 27, 2010 at 4:00 PM Eastern Standard Time (EST). Minimum qualifications include: 1) The ability to reach a significantly large number of school nurses in the majority of U.S. states; 2) Be an established leader in the field of school health nursing and able to guide the professional practices among those working as nurses in school settings; 3) Have a history of working with an extensive network of partners that includes medical professionals, state and federal government, school administrators, school physicians, school nurses, and school nurse consultants; and 4) Have developed food allergy tools and resources for school health service and schools that have been endorsed by or developed in collaboration with the aforementioned partners. Determination not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Respondents will assume all financial costs for preparing a response to this notice. The U.S. Government assumes no financial obligation for the preparation and distribution of prepared responses.
