Description
NOTICE OF INTENT TO AWARD A SOLE SOURCE Notice of intent to award a sole source contract to: Telonics, Inc, 932 E. Impala Avenue, Mesa, Arizona 85204. Telonics Inc will provide Polar Bear GPS/ARGOS radio tracking collars with the following specification to the U.S. Fish and Wildlife Service (USFWS). Telonics Inc. Gen 4 GPS radio-collars with timed release device. These are moose GPS radio collars with ARGOS data uplink. Collar Specifications: Casting for Polar Bear, ARGOs uplink every 2 days for 4 hours/day starting @ 1800UTC, GPS location fixes every 4 hours, collar weight 1800-2000 grams, VHF transmitter beacon that is always on, activity sensor recording and updating activity ever 3 hours, temperature sensor recording and updating mean temperature every 3 hours, Saltwater sensors providing % of time spent in saltwater for every 3 hour period, Programmable release mechanisms set to release on the date when the battery is expected to die (e.g. within 1 year; July 1, 2012 release date), 15 month battery life, Minimum operating temp of -40C, Collar adjustment range should include holes for a circumference of 26 1/4", 26 ", 271/4", 27 3/4", Beading on collar leading edge to minimize abrasion, Outer layer of belting on collar at 1/16". Inner layer at 1/8". Total collar thickness at 3/16", Telonics Data Converter (TDC) compatible The USFWS, Alaska Regional Office has deployed GPS-satellite telemetry collars to assist with the monitoring of important wildlife species. This is an ongoing cooperative study that requires continuity throughout the study period. The collars utilize ARGOS-owned satellites as the only source of data acquisition and relay. This Notice of Intent is not a request for Expressions of Interest (EOIs), proposals or quotations. This supply will be procured under Firm Fixed Price Supply in accordance with FAR 13.106-(b) Soliciting From a Single Source. The anticipated award date is August 15, 2010.
