- This notice is a combined synopsis/solicitation for commercial items prepared inaccordance with the format in FAR Subpart 12.6, as supplemented with additionalinformation included in this notice. This announcement constitutes the onlysolicitation; offers are being requested and a written solicitation will not be issued.This notice is being issued as a Request for Quotations (RFQ) for static code analysistool that meets the following requirements:Scan source code for potential logic errors.Scan source code for coding standard violations.Scan source code for security vulnerabilities.Provide a desktop environment for engineers to review defects.Analyze C++ source code.Analyze C source code.Analyze Java code.Integrate with automated nightly builds.Integrate with the projects activity tracking system (Rational ClearQuest)Analyze software hosted on a Red Hat Linux 5 Intel i386/x64 platform.Analyze software hosted on a Sun Solaris 10 SPARC platform.Analyze software hosted on an IBM AIX 5.3 TL9 POWER6 platform.Generate formatted reports based on the data collected during scans.Integrate with Microsoft ActiveDirectory-based user authentication services.The provisions and clauses in the RFQ are those in effect through FAC 2005-23. This procurement is a total small business set-aside. See Note The NAICS Code and the small business size standard for this procurement are 541511 and$25 million in average annual receipts. The offeror shall state in their offer theirsize status for this procurement.All responsible sources may submit an offer which shall be considered by the agency.Delivery to NASA KSC FL 32899 is required within 30 days ARO. Delivery shall be FOBDestination.Offers for the items(s) described above are due by September 16, 2010 at 12:00PM localtime to chelsea.poling@nasa.gov and must include, solicitation number, FOB destination tothis Center, proposed delivery schedule, discount/payment terms, warranty duration (ifapplicable), taxpayer identification number (TIN), identification of any specialcommercial terms, and be signed by an authorized company representative. Technical acceptabilitywill be determined by review of information submitted by the offeror which must provide adescription in sufficient detail to show that the product offered meets the Government'srequirement.Selection and award will be made to that offeror whose offer will be most advantageous tothe Government. The evaluation criteria will be lowest price, technically acceptable. It is critical that offerors provide adequate detail to allow evaluation of their offer.
