This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The Government will award a fixed-price purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, considering price and ability to meet the Government requirement. TECHNICAL FACTS SUPPORTING A REQUEST TO ENTER INTO AN ACQUISITION WHICH PRECLUDES CONSIDERATION OF A PRODUCT MANUFACTURED BY ANOTHER COMPANY (FAR 11.105) Introduction: Pursuant to Federal Acquisition Regulation 11.105(c), the following data is furnished to the Contracting Officer to support the requisitioning office's request that the items/services identified on the above- mentioned requisition must be manufactured by a specific company. The requisitioning office understands that a contract may not be awarded on a specific manufacturer basis unless the Contracting Officer concurs with the reasons stated below. 1. Identification of Agency, Contracting Activity and Document.Bureau of Reclamation, Reclamation Service Center, Denver, Colorado; Information Technology Service Division. 2. Nature and/or Description of Action Being Approved. Purchase of Fiber Channel Switches for Denver and Sacramento. 3. Description of the Supplies or Services Required to Meet Agency's Need & the Estimated Value. Unique Features of the Proposed Product.CLINs 0001-0005: The IT Services Division currently operates and supports Brocade FC switches in Bldg 67. Two additional switches are needed for high availability (fail-over) in Bldg 53. One is needed in Sacramento to handle an increasing number of fiber-attached devices. These switches are required for compatibility and maintenance. CLIN 0006: In May 2008, The IT Services Division purchased 2 Brocade 5000 Fibre switches for the Corp Infrastructure Services located in the Bldg 67 Data Center. They were originally configured with half the SFP interfaces installed (16 per switch). At this time, port expansion is required for each switch to fully populate each switch to handle expansion device connectivity. The Brocade upgrade modules (including licensing and maintenance) are required for compatibility with the existing switches. 5. Evaluation of Other Potential Sources.a. Explain why this particular brand name, product, or feature is essential to the Government requirements. (List the salient characteristics.) By using consistent FC switch devices, these devices can more easily be maintained by allowing a fewer number switch of upgrade and replacement components (GBICs) to be purchased while allowing them to be interchanged. The upgrade components must be SFP module compatible with the existing Brocade 5000 including FC licensing, switch management console and maintenance coverage. b. List other companies contacted and state the findings: (indicate whether or not the companies have a similar product, if their product lacks the particular feature, or does not meet, or cannot be modified, to meet the agency needs). Known tape hardware manufacturers were evaluated. Only Quantum (or reseller) tape hardware was found to meet the specified requirements described above.
