Description
General Construction IDIQ Contract for the Department of State, National Capital Region This acquisition supports a request from the U.S. Department of State to the General Services Administration to solicit the construction community to create a multiple award IDIQ construction contract that is set-aside for small businesses. The U.S. Department of State (Main Department of State HST Building) is located in the National Capital Region at 2201 C Street, NW, Washington, DC 20520 and its supporting annexes located throughout the greater Washington DC metropolitan area. The Construction Contractors who are selected must become familiar with the unique requirements of working in a mission critical facility while maintaining Construction Security Clearances and the manpower resources necessary to renovate projects on time and within budget. The Department of State will sponsor the selected contractor(s) for the necessary security clearances. This project will utilize multiple task orders to demolish, construct and/or renovate building spaces at the Main Department of State Building and its annexes in the National Capital Region (NCR). Within the GSA building inventory, the Harry S Truman Building (HST) is comprised of approximately 1.66 million net square feet of office space, of which 120,000 square feet is currently under a prospectus level renovation. The purpose of this IDIQ contract is to establish terms and conditions upon which the Contractor(s) will conduct General Construction repairs and alterations to Government owned and leased space at the Department of State buildings within the geographic boundaries established in this contract, under delivery orders issued by the Contracting Officer and Designated Ordering Officials. In addition, some orders may include the requirement to provide design capabilities in the form of, but not limited to, drawings or sketches to describe proposed repair and alteration projects and to provide descriptions or specifications for proposed materials and/or equipment. The contractor(s), in these instances, will be responsible for obtaining assistance from registered professional architects or engineers or other professionals as needed or as required in the Scope of Work for a proposed order. In the event that architect-engineer services are required, the contractor may be required to secure the services of an architect-engineer contractor to provide the following but not limited to: architectural, structural, civil, fire safety, estimating, mechanical, and electrical engineering services associated with design concepts, working drawings and specifications, shop drawings, material and related documents review. The proposed contract type is Multiple Award, Indefinite Delivery/Indefinite Quantity (IDIQ). Work will be ordered via firm-fixed price Task Orders. The Government intends to make multiple awards to small businesses only. The period of performance for this award is one year, with the Government having the unilateral option to renew for four additional one year periods. The maximum annual contract amount will be $5,000,000 per year. The contract's guaranteed minimum amount is $5,000 for the base year only. This solicitation process will utilize Source Selection procedures specified in FAR Part 15. Copies of the solicitation will be available on or about September 07, 2010.
