- The U.S. Department of Education intends to negotiate on a sole-source basis to Proquest under the statutory authority permitting Other than Full and Open Competition (10 U.S.C. 2304 (c) (1)), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirement. The purpose of the proposed purchase order is to subscribe to Internet-based services: Proquest Digital Dissertations and Theses, Proquest Education Journals Online with ERIC, Proquest Ulrichs, and Proquest NewsStand for 3 simultaneous users; access to these database products will be for one year. Proquest Digital Dissertations and Theses has been making dissertations and theses available since 1938. There are over 700 active university publishing partners included in the database, with more than 70,000 new graduate works added each year. The digital dissertations service offers more than 600,000 works for downloading over the Web; it operates as the Library of Congress' official offsite repository for digital dissertations and theses in digital format. The Library uses the service to respond to requests from ED staff and contracts and ED staff and contractors use the database to conduct their own research. Proquest Education Journals Online with ERIC contains full-text of 397 journals in the field of education, plus the full-text available in ERIC. Proquest Ulrichs is the authoritative source of bibliographic and publisher information on more than 300,000 periodicals of all types, including academic and scholarly journals, Open Access publications, peer-reviewed titles, popular magazines, newspapers, and newsletters from around the world. The Library uses this service to verify journal information for ordering and bibliographic citations for information requests, as well as for collection building. Proquest NewsStand provides coverage of major national newspapers, including The New York Times (coverage dates back to 1980), The Wall Street Journal (coverage dates back to 1984), Washington Post (coverage dates back to 1987), Los Angeles Times (coverage dates back to 1985), Christian Science Monitor (coverage dates back to 1988), Chicago Tribune (coverage dates back to 1985), Atlanta Journal-Constitution (coverage dates back to 1990), Boston Globe (coverage dates back to 1980), and USA TODAY (coverage dates back to 1987). The indexing covers not only complete bibliographic information but also subjects, companies, people, products, and geographic areas. The Library uses the service to respond to requests from ED staff and contracts and for ED staff to use in conducting their own research. Access to this service is limited to 3 simultaneous users. This notice of intent is not a request for quotations and there will not be a request for quotations issued for this requirement. All responsible sources may submit a capability statement or quotation, which shall be considered. Responses must be in writing and must provide clear and concise documentation indicating an offeror's bona fine capability to provide these services. Such responses must be received on or before 2:00 PM, Eastern Time, Tuesday September 10, 2010.
