- RFP # 89-10 Statement of Work Synopsis A. Background The American Battle Monuments Commission (ABMC) is a small executive branch agency with offices located in Arlington, VA, Europe, Northern Africa, the Philippines, and Central America. It employs approximately 400 people and is the stewart of assets estimated at over $350 million and an annual appropriated budget of over $60 million. The American Battle Monuments Commission (ABMC) was established by Congress in 1923 to commemorate the service, achievements, and sacrifice of U.S. armed forces where they have served overseas since 1917, and within the U.S. when directed by public law. The ABMC commemorative mission is reflected in 24 overseas military cemeteries that serve as resting places for almost 125,000 American war dead; on Tablets of the Missing that memorialize more than 94,000 U.S. servicemen and women; and through 25 memorials, monuments and markers. B. Objective To acquire the services to complete the Installation Master Plan at the Manila American Military Cemetery in the Philippines and three Federal American Monuments in Cabanatuan, Saipan, and Guadalcanal (http://www.abmc.gov). Please see the statement of work for additional guidance. This is a fixed best value contract. All goods and services to include travel costs shall be delivered at a price exclusive of VAT. C. CONTRACT AWARD / PROPOSAL EVALUATION The Government intends to award a contract resulting from this solicitation to the responsible offeror whose offer, in conforming to this solicitation, will be the most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate proposals: EXPERIENCE, PAST PERFORMANCE AND PRICE Methodology / Management Approach will be graded Pass/Fail. The Offeror's relevant Experience and Past Performance is of equal importance, and, when combined, is more important than Price for the purposes of proposal evaluation. Contract award shall be made to the responsible Offeror whose proposal, in conforming to this RFP, provides an overall best value to the Government wherein the Government is more concerned with obtaining superior technical capability and superior past performance, than in making an award to the firm with the lowest overall price to the Government.
