Description
Proposal Cover Sheet Past Performance Questionnaire Key Personnel Resume Sheet Solicitation This firm-fixed price with Economic Price contract is for the procurement of Uniform Services for the White House Complex (the Complex) within the GSA, National Capital Region in Washington, D.C. The GSA WHC is a relatively large group of employees (approximately 140) on staff who must wear uniforms in the course of performing their day-to-day jobs. This group is made up painters, plumbers, electricians, elevator mechanics, engineers, carpenters, landscapers, locksmiths, pipefitters, masons, custodians and fire alarm. Approximately 50 percent of the shop personnel must wear flame retardant clothing. Due to the duty location, these employees must look their best at all times while on the job. It is the intent of this contract to secure uniform leasing services to include cleaning, weekly pickup of soiled uniforms, pressing, alterations, delivery of clean uniforms and uniform replacement as necessary. This contract will serve the GSA White House Center. The proposed contract type is firm-fixed price contract for a commercial item. The Statement of Work (SOW) in this solicitation describes the basis for determining whether finished work meets Government quality requirements. It does not state detailed procedures for accomplishing work unless there are safety, security, or communication requirements. Offerors shall ensure that the bid price includes the necessary hours to meet all performance standards specified. The contractor shall maintain a quality control program to ensure that the requirements of this contract are met. The Quality Control Program shall be created for identifying and correcting deficiencies in the quality of services before the performance becomes unacceptable. The Government intends to make one (1) award. The period of performance for this award is one year, with the Government having the unilateral option to renew for four (4) additional one (1) year periods. The Government may award without discussions so Offerors should not expect to have an opportunity to correct deficiencies in their offers. The evaluation factors for award include: Past Performance, Management Approach, and Price.
