Description
This request for information (RFI) is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Government to issue a Request for Proposal or award a contract. The Government does not intend to award a contract on the basis of responses or otherwise pay for the preparation of any information submitted or the Government's use of such information. Sources responding to this RFI should submit the minimum information necessary for the government to make a determination that the source is capable of satisfying the requirements described below. Synopsis: The Centers for Disease Control and Prevention (CDC) in Atlanta, GA is seeking sources to provide vaccine storage and rotation services for vaccines to be included in the Vaccine For Children Stockpile. Parties capable of providing these services must respond in writing to the attention of the Contract Specialist listed in this announcement by 30 August 2010 at 4:00 p.m. EST. NAICS Code is 493120, Size $25.5 Million. Capable parties must also provide in writing, their business size relative to the NAICS code listed herein and description/type. Description of services: The purpose of this requirement is to store and rotate up to approximately 3,762,750 doses of pediatric vaccines identified herein in a national pediatric stockpile for use in the event of a disease outbreak or vaccine shortage. It is important to note that CDC purchases the stockpile vaccines under separate contract and provides them as Government furnished property to the stockpile storage and rotation vendor. The ability to rotate vaccines within the stockpile is a critical component of this service and is purley the responsibility of the contractor, with no additional product from CDC. Storage shall be provided by the Contractor under conditions which will ensure maximum vaccine potency. All products shall be stored in accordance with storage conditions required by the manufacturer's label statements (package inserts). Vaccines in the stockpile shall have no less than twelve (12) months of shelf life remaining at all times. This requires that vaccine products are continually rotated; aging shorter-dated products are to be replaced with newer longer dated products. If required by the CDC, some or all doses of product in the stockpile shall be distributed on a First Expired, First Out (FEFO) basis. If distribution is required, all vaccines shall be labeled, packaged and marked in standard commercial manner. Products shall be packed to ensure maintenance of manufacturer recommended temperature during transit and safe arrival at destination. Estimated quantities of vaccines to be stored and rotated: Vaccine Quantities (in Doses) 1 Adacel® 500,500 2 IPOL® 175,000 3 Menactra® 768,600 4 Daptacel® 322,350 5 Tripedia® 219,500 6 DECAVAC ® 77,600 7 Pentacel® 639,950 8 ActHIB® 1,059,250 TOTAL 3,762,750 Responses: Please provide the following information in your response to the CDC: 1. A full description of your capability to adequately store vaccines. 2. A description of your capability and approach to vaccine rotation. 3. Provide a Rough Cost Estimate for your services. 4. A representation as to your business size relative to NAICS Code is 493120, Size $25.5 Million. A determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government. This notice does not constitute a solicitation or a commitment by the Government to later publish a solicitation. No solicitation document is available. Capable parties must submit their ability to provide these services in writing to the attention of the Contract Specialist listed in this announcement by 30 August 2010, at 4:00 p.m. EST. Telephone inquiries will not be honored. Acknowledgment of receipt of responses will not be made, nor will respondents be notified of the Government's evaluation of the information received. However, should such a requirement materialize, no basis for claims against the Government shall arise as a result of a response to this RFI or the Government's use of such information as either part of an evaluation process or in developing specifications for any subsequent requirement.
