- TITLE: FA4809-10-Q-0259, Sole Source Acquisition for the upgrade of Monaco Enterprises D-21 Force Protection System and Automatic Vehicle Locators. The 4th Contracting Squadron, Seymour Johnson AFB, NC intends to award a sole source purchase order to Monaco Enterprises. Required items to be purchased for the upgrade of the Monaco Enterprises D-21 Force Protection System. Materials included are as follows: a) D-21 AVL Equipment and Intergration (Qty 1). b) Installation and Training (Qty 1). The current D-21 Force Protection System employed by Seymour Johnson AFB Fire Emergency Services is a proprietary product of Monaco Enterprises who has proprietary rights to all software, software maintenance, and specifications for this existing system. Manufacturer: Monaco Enterprises This purchase will be made under Simplified Acquisition Procedures and Other Than Full and Open Competition as authorized by FAR 6.302-1(a)(2)(ii), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice of intent is not a request for competitive proposals. A determination by the government not to compete this proposed contract lies solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement. The closing date for this synopsis is 11 Aug 10 at 4:30 P.M. Eastern Standard Time. The anticipated award date is 13 Aug 10. For information regarding this purchase, please contact A1C Aaron Caraway at (919) 722-1732 or A1C Andrew Hostetter at (919) 722-5408. APPLICABILITY OF AUTHORITY: Request to award this requirement to only one responsible source since Monaco Enterprises has proprietary rights to all software, software maintenance, and specifications for this existing system. The only support for this system is authorized through Monaco Enterprises. Certified Monaco Enterprises parts are only available from Monaco Enterprises. Monaco Enterprises will not accept trouble tickets directly from customers of Unauthorized Maintenance Service Providers nor will they accept or work directly with any Unauthorized Maintenance Service Providers to include providing remote or on-site problem determination or resolution, and providing new software releases, maintenance releases, and patches. In order to meet mission requirements, the 4 FW requires the current system is upgraded to ensure system functionality and operability.
