Description
The Centers for Disease Control and Prevention (CDC), National Center for Emerging and Zoonotic Infectious Diseases (NCEZID)(Proposed)/Division of Foodborne, Waterborne and Environmental Diseases/Mycotic Diseases Branch intends to procure laboratory services to determine the duration of viral shedding in respiratory specimens and to determine frequency of antiviral resistance in support of CDC's H1N1 Surveillance of Hematopoetic Stem Cell and Solid Organ Transplant Patients. The Contractor will provide PCR testing of up to 150 (i.e. nasopharyngeal swab, nasal wash, ET aspirate or BAL) collected at six sites (Cleveland Clinic, University of Pittsburg, University of Pennsylvania, University of Alabama, Washington University, and University of Toronto). Viral cultures will be obtained on all specimens with positive PCR results. Viral isolates will be sent to CDC for further testing. All specimens will be retained by the Contractor for 12 months or the end of the contract performance period whichever is longest in case original clinical specimen. Services will be completed within (12) months of contract award and are being solicited solely from the Washington University School of Medicine, Saint Louis, MO. In accordance with FAR 13.106-1(b) CDC believes that Washington University School of medicine is the only source reasonably available because they are the only vendor currently known to have a CDC validated RT-PCR assay already up and running for pandemic flu. This procurement will be awarded under procedures of FAR Part 13, oral request for quotations. Due to the sole source nature of the requirement, this procurement has not been set aside for small business. The North American Industry Classification System (NAICS) code for this requirement is 541990, All Other Professional, Scientific and Technical Services and the Small Business Size Standard is $7M. This is not a request for competitive proposals, nor is a solicitation available. A determination by the Government not to compete this proposed contract will be based on responses to this notice and is solely within the discretion of the government.
