Description
SAMPLING DESIGN ANALYSIS FOR OPTIMAL MONITERING OF THE PACIFIC ISLAND REGION BOTTOMFISH STOCKS AND ADVANCEMENT OF LENGTH-BASED STOCK ASSESMENT MODELS NOAA's National Marine Fisheries Service (NMFS), Fish and Stock Assessment Division has a requirement for a sampling design analysis for optimal monitoring of the Pacific Island Region bottom fish stocks and advancement of length-based stock assessment models. The Contractor shall furnish all necessary personnel, materials, equipment, and services, to participant in collaborative research projects to (1) develop and implement optimal bottom fish fishery independent surveys in the Pacific Islands Region (PIR), (2) implement gear calibration studies to assess the efficacy of bottom fish survey gears and recommend preferred sampling strategies, and (3) advance length-based stock assessment models for use in assessing the status of bottom fish stocks in the PIR as required by the Statement of Work / Specifications, Part III of the solicitation, and in accordance with all terms and conditions of the contract. This is a one year (Date of award - August 14, 2011) collaborative project with NOAA Fisheries, Pacific Island Fisheries Science Center (PIFSC) with two additional one year option periods. This procurement is a 100% small business set-aside. The NAICS code for this procurement is 541990 and the size standard is $6.5m in average annual receipts. All responsible and fully responsive sources may submit an offer which will be considered by the Agency. Any resulting contract will be awarded as a firm-fixed-price contract. Solicitation documents are available for download as an attachment to this announcement. Paper copies of this solicitation will not be issued.
