Description
The VA Medical Center in Fayetteville, NC, is seeking the services of a qualified Service Disabled Veteran Owned Small Business with proven experience to Design/Build Energy Conservation Improvements, Project 565-10-113 at the medical center. Intentions are to replace the existing defective equipment and provide new equipment to conserve water and energy use in the Medical Center. Savings are estimated to be on the order of 6,000 mm Btu and 1 million gallons of water per year. Contractor will work with a Professional Engineer specializing in Mechanical Engineering. Engineer will visit the site, meet with the VA Staff, observe what equipment and piping is in place, and properly size new equipment per specification. Systems shall be designed to meet peak demand of entire medical center; design shall verify above specification is sufficient to meet demand. This project includes replacements, upgrades and additions to facility utility equipment, including a new boiler blow-down heat recovery system, replacement of defective steam condensate pumps, replacement of hot water heaters with solar thermal systems, and retrofitting air handling units with variable frequency drives and UVC lighting at the VA Medical Center in Fayetteville, NC. Project is a DESIGN/BUILD project. It includes, but is not limited to: Investigating the boiler system at the medical center, observing the size and load of the system, properly calculating, sizing and providing one (1) new reclaim heat exchanger for the three boilers, and all piping, fittings, valves, insulation and associated components; Investigating the condensate return system at the medical center, observing the size and load of the condensate system, properly calculating, sizing and providing four (4) new pressure powered condensate pumps and all piping, fittings, valves, insulation and associated components; Investigating the hot water heating system at the medical center, observing the size and load of the facility hot water demand, properly calculating, sizing and providing four (4) new solar thermal collector systems and steam instantaneous duplex hot water heaters; and all solar panel arrays, heat exchangers, expansion tanks, piping, fittings, valves, insulation and associated components; Investigating the D-Wing HVAC system at the medical center, observing the size and load of the air handlers, properly calculating, sizing and providing new variable frequency drives; and motors for supply and return fans, UVC lighting assemblies and all associated components (primary focus on large AHUs 1, 3 and 4; AHU 1 has UVC lighting installed and VFD for supply fan uninstalled; Developing working specifications and drawings for site preparation and installation, and complete installation, DDC programming as required and commissioning of all systems. All work shall meet the latest Building Code, National Electric Code, ANSI/ASME and other industry standards, and VA Master Construction Specifications. The NACIS code for this procurement will be 238220 “ Plumbing, Heating, and Air Conditioning Contractors, with a small business size standard of $33.5M. The estimated dollar amount of this procurement is between $250,000 and $500,000. The solicitation will be posted on/about August 13, 2010.
