Description
The purpose of this RFI is to conduct market research which will be used to formulate an acquisition strategy to provide Analytical and Technical Support Services, Research Support Services, On-site Support and Project Management Support Services for DC Aviation, its Aviation Training Branch and the various Marine Aviation Simulation Sites (MATSS) located at both CONUS and O'CONUS Marine Corps sites. The Regional Contracting Office, National Capital Region (RCO-NCR) is requesting responses from qualified 8(a) small businesses. The qualifying code for this effort is 541990. Aviation Training Systems (ATS) is the overarching aviation training structure which integrates and coordinates policy, manpower, equipment, and fiscal requirements of post initial accession training for Marine Aviation officers and enlisted personnel. The ATS Structure centers on Marine Aviation Training System Sites (MATSS), located at each Marine Corps Air Station (MCAS), to assist commanders in training their units and ease the training burden placed upon the operational forces. The MATSS manage, support and facilitate aviation training services, products and solutions through collaboration with the warfighter, industry and government in order to provide an optimized, tactically-relevant training system. The MATSS is a resource for operational forces and fulfills three primary functions: coordinates, facilitates and conducts aviation training; consolidates and refines requirements vetted by the warfighter in support of the training system, maintains and manages aviation training systems and resources; and serves as a link between the Operating forces and HQMC (APW) and/or TECOM for aviation training related issues requiring assistance from Naval Aviation Systems Command (NAVAIRSYSCOM), Marine Corps Systems Command ! (MARCORSYSCOM), or other acquisition-related entity. Marine Aviation Training Systems Sites consolidate the management, scheduling, maintenance and operation of aviation training systems and resources under each Marine Aircraft Wing (MAW) at each MCAS worldwide. The Aviation Training System requirement will require Contractor support with the: (1) Capability to provide on-site technical support to the ATS program; (2) Capability to provide input and assistance into training analysis, evaluations, and reviews during the conduct of the Training and Readiness (T&R) manuals publication and review process; provide input and assistance in determination of appropriate training requirements per specific Type/Model /Series (T/M/S) configurations within acceptable levels of risk, Crew Resource Management (CRM) and coordination of Interim Change requests from submittal to approval to release, and other ATS-related source material; (3) Capability to provide technical support to the Training Management Event Scheduling System (TMESS) and Training Management Process (TMP), and other associated technical, publication, distribution and revision maintenance of ATS materials and web-based content; (4) Capability to provide support in the creatio! n, update, distribution, and revision of Core Competency Resource Model (CCRM) which provides flight hour program projections for each T/M/S; (5) And the capability to provide on-site support in MATSS facilities located at both CONUS and O'CONUS Marine Corps sites. Responses to this RFI shall not exceed ten (10) pages, including cover letter and contact information. Subject response must contain: (1) capability statement sufficient to demonstrate performance acumen directly related to the objectives listed above; (2) Link to the respondent's General Services Administration (GSA) schedule or Seaport-e IDIQ, or attached file of same, if applicable; (3) Citation of any current or past customers (i.e., within the past two (2) years) to include contract number, point of contact telephone number or e-mail address; and (5) other material relevant to establishing core competencies of the firm.
