- TITLE: FA4809-10-Q-0215, Sole Source Acquisition for Knox Boxes and Padlocks. The 4th Contracting Squadron, Seymour Johnson AFB, NC intends to award a sole source purchase order to Knox Associates, Inc. Required items to be purchased for additional facilities throughout Seymour Johnson AFB. Materials included are as follows: a) 3200 Series Knox-Box Dark Bronze, Surface Mount with Hinged Door boxes (Qty 345). b) Knox exterior padlocks (Qty 2). The current Knox Box Rapid Entry System employed by Seymour Johnson AFB Fire Emergency Services is a proprietary product of Knox Associates, Inc. who has proprietary rights to all Knox Master Keys and associated key codes for this existing system. Manufacturer: Knox Associates, Inc. This purchase will be made under Simplified Acquisition Procedures and Other Than Full and Open Competition as authorized by FAR 6.302-1(a)(2)(ii), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice of intent is not a request for competitive proposals. A determination by the government not to compete this proposed contract lies solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement. The closing date for this synopsis is 12 Aug 10 at 4:30 P.M. APPLICABILITY OF AUTHORITY: The Knox-Box Rapid Entry System has already been incorporated into all new construction of facilities since 2007. Changing this will require retrofitting all new and previously built construction and altering current plans of construction for future projects. The Knox-Boxes are hinged and bronze in color, which is on the base color scheme. Seymour Johnson Fire Emergency Services already has exclusive rights, license, and authorization to use this secure system. This requirement will provide force protection measures identified locally. The Knox-Box keys are controlled and secured by fire department personnel to ensure security of the keys and to control access. Additionally, the current electronic securing and accountability of the master key is located in Fire 1 vehicle (which transmits to the Base Fire Station). It is therefore impractical to integrate another complex key accountability system with the Knox System already used on Seymour Johnson Air Force Base. The government has already spent a total of $22,000.00 to obtain the rights/licensing to obtain the key boxes for the current system. The duplication of cost is not expected to be recovered through full and open competition.
