- This is a Follow Up to the Sources Sought Notice for the U.S. Army Corps of Engineers - Portland District (USACE - Portland) issued on June 25, 2010. As a result of this action, fifty-eight responses and many phone inquiries were received from the small business community across the United States. USACE - Portland, first of all, wishes to express its gratitude for the active participation of the small business community in responding to this announcement, and for all the time and effort that went into preparing the requested information. Once the responses were received, the information was compiled and forwarded to the technical review team. While the complete listing of firms and their capabilities were included in the forwarded package, only those firms that indicated the ability to meet ALL of the required disciplines received further evaluation. The single, most important element that was considered in the evaluation of the information was documented experience performing the exact type of work that is done by USACE - Portland. With that criteria as the go/no go, only two firms were found to be potentially qualified. Another nine were reviewed as having individual strengths and weaknesses in the various disciplines, but overall did not meet the technical requirements that were being sought. Therefore, based on these market findings, it was determined that USACE - Portland would proceed as planned with three (3) unrestricted solicitations of $10,000,000.00 each and one (1) small business set aside solicitation with an increased dollar amount of $7,500,000.00. Additionally, based also on the number and types of firms that are now documented as being available to work with USACE - Portland, more emphasis will be placed on the subcontracting plans submitted by large businesses.
