- The Transportation Security Administration (TSA) Online Learning Center (OLC) The Transportation Security Administration (TSA) Office of Human Capital’s (OHC) Organizational Assessment Services (OAS) is seeking a qualified vendor who can develop an innovative method for teaching employees how to prepare for and administer a structured panel interview. Specifically, TSA is interested in developing a custom interactive video-based training course that will engage the learners in a way that is more effective and realistic than the traditional on-line content. TSA is seeking a contractor who can design and develop a video-based interactive interviewer training course using TSA’s interview training content. Video clips should immerse the learners in a mock-interview environment in which they have to make decisions on how to proceed, and in which they experience the consequences of these decisions. Branching decision rules should be implemented to allow the learner to follow multiple paths as they make different decisions. Learners should also have the ability to review alternative approaches. In addition, a virtual coach should provide continual feedback throughout the course. The contractor will package the course so it can be administered on a standard CD or DVD in addition to being loaded in TSA’s Online Learning Center (OLC). This is a Total 100% Small Business Set Aside and all offerors must meet the NAICS of 512110 by having it on the CCR and meet the Size Standard of $29.5 million. See attached documents.
