- Synopsis for C/KC-135 Electrical and Electronics Wiring Diagrams and Reference Designators Date Submitted: 9 AUG 10 827 ACSG/PK 3001 STAFF DR STE 2AF1/91A TINKER AFB OK 73145-3032 C/KC-135 Electrical and Electronics Wiring Diagrams and Reference Designators 1. Estimated issue date: 25 AUG 10, Estimated closing/response date: 9 SEP 10 2. PR#: FD2030-10-25261 3. This is a Service Acquisition 4. C/KC-135 Electrical and Electronics Wiring Diagrams and Reference Designators 5. NSN: N/A 6. P/N: N/A 7. Description: The C/KC-135 Wiring Diagrams consist of 6 technical orders containing approximately 1200 pages each. Past updates to the technical orders were accomplished by ARINC, and only updates and revisions in pdf format were required to be provided to the Government, not the complete software database of the documents. The reference designator library consists of every item on each aircraft configuration. ARINC designed, built, and currently manages the reference designator library, issuing reference designators for all new modifications. The Government's minimum needs can only be satisfied by updating the current Technical Orders and Reference Designator Database providing software documents that can be fully utilized by the Government in competing future sustainment, revisions, and updates. Utilizing ARINC Inc. for this effort as described above can only be accomplished for the following reasons: A. The Government provided the information to ARINC in paper format with the requirements to sustain the documents. ARINC Inc, digitized the documents for the sole effort of updating and revising the documents. The Government never requested, nor funded, the delivery of the digitized documents other than in a printable pdf format. Note: As a result of this planned contract action, the Government intends to use the documents to compete future related acquisitions. 8. Material: N/A 9. Quantity: N/A 10. Application: C/KC-135 11. Destination: Tinker Air Force Base, Oklahoma City 12. Qualification Requirements: Sources must be qualified prior to being considered for award. To be eligible for contract award, the offeror must be an approved source IAW FAR 52.209-1, Qualification Requirements. 13. UID: If unit price exceeds $5,000 then UID requirements will apply 14. The intended source is ARINC, Inc. All responsible resources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. 15. Note: An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
