Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. The solicitation number is W911W4-10-T-0218, and is issued as a Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in affect through Federal Acquisition Circular FAC 2005-31. The associated North American Industrial Classification System (NAICS) code for this procurement is 334515 with a small business size standard of 500 Employees. This requirement is a 100% Small Business Set-Aside, and only qualified offerors may submit quotes. Any award resulting from this RFQ will be issued on Standard Form (SF) 1449 to the offeror whos quote is the lowest price technically acceptable to the Government, and will contain all clauses required by law, the Federal Acquistion Regulation (FAR), and the Defense Federal Acquisition Regulation Supplement (DFARS) as appropriate for the dollar value of the award. Quotes are due no later than 12:00 PM Eastern Standard Time (EST) 16 August 2010. All quotes shall state quoted prices are valid for 30 days and be submitted via e-mail to Shawn M. Smith at shawn.m.smith4@us.army.mil. Telephone communications are not acceptable in response to this notice. NO PARTIAL AWARDS WILL BE MADE. A RESPONSIBLE CONTRACTOR IS CONSIDERED ONE WHO BIDS ON ALL LINE ITEMS. All responsible sources may submit an offer which shall be considered by the agency. Quotes received after the specified due date and time will not be considered for award. The items INSCOM is soliciting for are two (2) handheld spectrum analyzers with the minimum specifications: Frequency Range 100 kHz to 6 GHz with preamplifier; Resolution Bandwith 100 Hz to 1 MHz; Video Bandwith 10 Hz to 1 MHz; Displayed Avg Noise Level - -135 dBm (100 Hz) typical; SSB Phase Noise - Less Than 100 dBc (1 Hz) @ 100 Hz offset; Detectors Sample, max/min peek, Auto Peak, RMS; Level Measurement Accuracy - Less Than 1.5 dB, typically 0.5 dB; Reference Level - -80 dBm to +20 dBm in steps of 1 dB; Display 5.7 Color, 320x240 Pixels (1/4VGA); Dimensions 6.7 wide x 10.6 high x 4.7 deep; Weight Less Than 6 lbs with battery installed; and Battery Capacity - Greater Than 3 hours (typical). Delivery to Fort Belvoir VA 22060 NLT 15 Sept 2010.
