Small Business Set-Aside: HUBZone
Description: This is a pre-solicitation notice for a contractor to provide all labor, materials, tools, equipment, transportation, and supervision necessary to rehabilitate existing restrooms and construct new accessible additions to existing comfort stations at the following four campgrounds within Olympic National Park: (1) Elwha, (2) Altair, (3) Staircase, and (4) Sol Duc. (5) OPTIONAL bid item to rehabilitate the interiors of the Hurricane Ridge Visitor Center restrooms. The Work includes removal of all interior fixtures and finishes and installation of new interior fixtures and finishes. The addition is an accessible unisex toilet, approximate 70 square feet, connecting to the existing building with a roof structure over a connecting walkway. Other incidental work includes connection to existing utilities, minor demolition, and removal of existing concrete walkway and roof materials. The NAICS code is 236220. The small business size standard is $33,500,000. This project is being solicited and awarded in accordance with the Historically Underutilized Business Zone (HUBZone) Act, 15 U.S.C. 631, and is set aside exclusively to HUBZone certified small businesses. The magnitude of construction is for this project is between $250,000 and $500,000. Solicitation number N9512100090, with specifications, drawings, and wage rates, will be posted to http:///www.fbo.gov and http://ideasec.nbc.gov on or about August 9, 2010 with a response date 30 days thereafter. A pre-proposal meeting will be scheduled at Olympic National Park, Administration Building, 600 East Park Avenue, Port Angeles, WA 98362 with the time and date to be announced in the solicitation, Section L, clause 52.236-27. The pre-proposal meeting will not be taking place at any of the project sites. Offerors are strongly encouraged to visit project sites on their own. All campgrounds are shown on the Olympic National Park Map, which may be viewed on-line at http://www.nps.gov/olym (click "view map"). (1) Elwha Campground Comfort Station (Clallam County, WA): approximately three miles west of Port Angeles on Highway 101, turn south on the Elwha Road and continue approximately 6 miles. The campground will be on the east side of the road past the park entrance station. There is only one comfort station in the campground. (2) Altair Campground Comfort Station (Clallam County, WA): approximately one mile farther up the Elwha Road from the Elwha campground. There is only one comfort station in the campground. (3) Sol Duc Campground "Loop A" Comfort Station #126 (Clallam County, WA): Sol Duc campground is located up 13 miles up the Sol Duc Hot Springs Road from HWY 101 at the west end of Lake Crescent. Loop "A" has two comfort stations, the first comfort station is the one included in this contract. (4) Staircase Campground Comfort Station #155 (Mason County, WA): approximately 14 miles west of Hoodsport on Highway 119. The campground has two comfort stations. The first comfort station, #155 is the one included in this solicitation. (5) Hurricane Ridge visitor Center is located approximately 17 miles south of Port Angeles, veering right off of Mt. Angeles Road onto the Heart of The Hills Road/Parkway, connecting to Hurricane Ridge Road. A negotiated firm-fixed price contract will be awarded requiring submission of both a technical and a price proposal. The Government will consider an offeror's technical capability in comparison to its price. To receive the solicitation package, you must download it from http://ideasec.nbc.gov. Paper copies of this solicitation will not be issued and telephone requests or fax requests for the solicitation will not be accepted.
