- SOW RFQ This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Mammal Laboratory located in Seattle, WA has a requirement for a contractor to conduct analyses of aerial video data to determine beluga abundance and calving success of Cook Inlet belugas. Entire solicitation is attached. This is 100% set-aside to small business concerns. The North American Industry Classification System Code (NAICS) for this purchase is 541690 with a small business size standard of $7M. A firm fixed price contract will be issued with period of performance commencing approximately from date of award through Dec 31, 2011. All interested parties must respond to this announcement within fifteen (15) calendar days of publication. Vendors responding to RFQ must submit technical proposal and documentation that demonstrate qualifications.
