THIS IS A SOURCES SOUGHT NOTICE REPRESENTING A MARKET SURVEY AND IS NOT A REQUEST FOR PROPOSALS, PROPOSAL ABSTRACTS, QUOTATIONS OR INVITATION FOR BIDS. THE KANSAS NATIONALGUARD IS NOT SEEKING PRICING OR OFFERORS OF ANY KIND. THE KANSAS NATIONAL GUARD RESERVES THE RIGHT TO SOLICIT THIS REQUIREMENT FROM LARGE OR SMALL BUSINESS, AS APPROPRIATE. NO TELEPHONE REQUESTS WILL BE ACCEPTED. THIS REQUEST IS FOR INFORMATION ONLY. RESPONSES MUST BE RECEIVED NO LATER THAN AUGUST 16, 2010, 2:00 PM. The Kansas National Guard, USPFO for Kansas is conducting a MARKET SURVEY to obtain information regarding: (1) the availability and capability of qualified businesses sources; (2) whether they are Service-Disabled Veteran-Owned, Veteran-Owned, Small Business, HUB Zone 8(a), Women-Owned, or small disadvantaged business concerns and large business; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered under the applicable NAICS code should not submit a response to this notice. The NAICS code is 512110 with small business size standard $29.5M. A firm fixed price is contemplated. 1.0 Background The Kansas National Guard has a need for a method to assure resiliency training is available to every member of the Kansas National Guard and that can be taught at any given time. The best means to accomplish this task is to create a DVD video to give warriors a baseline training of resiliency and resiliency skills. 2.0 Scope of Work 2.A. The resiliency training educational film shall be used as a DVD video training tool for warriors and their families to learn resiliency skills at home by watching on their own media player in a non instructor required environment. The theme should cover the stresses a National Guardsmen and their families deal with not only from overseas deployments, but also from domestic deployments, natural or manmade disasters. Recognizing and identifying the stressors, knowing how they affect you, how to deal with them, and how to reintegrate after a mobilization or deployment. 3.0 Technical Requirements 3..A. The film shall be produced as two separate products. One geared toward single warriors, and the second geared for married warriors or with a significant other. Both have families, but the reasoning for separating into two different productions is to keep from totally losing the interest of a young single soldier who does not have a significant other and possibly still living at home or with friends. 3.B. Film Multi Media Format: The format and style of the film shall consist of a blend of the following: 3.B.1. Testimonial and subject matter expert interviews. 3.B.2. Subject matter expert short lecture or proposed question with answered response. 3.B.3. Narrated slides for visual reference to hone in on key points or transitions. 3.B.4. Reenactments and actual footage of situations. Examples of this would be of tornado or flood. 3.B.5. The overall expectation of quality and mixture of the above should be similar to the PBS series "The Next Mission" as an example of quality and relaying valuable information in a retainable manner, without losing the interest of the viewer. 3.C. Educational Content: At a minimum, the following material shall be touched on using a mixture of the delivery style identified above with examples where warriors can relate to the material. 3.C.1. Define Resiliency. The ability to recover quickly from setbacks and return to form. 3.C.2. Use the Response the Stressful Experiences Scale (RSES), as a guide for the educational content consisting of the following; Positive outlook, Spirituality, Active Coping, Self-confidence, Learning and making meaning, Acceptance of limits. 3.C.3. In addition to RSES, material shall also cover the importance of breathing techniques, sleep, diet, and exercise and practical educational application. 3.D. Each video shall be no longer than one (1) hour in length. 4.0 Deliverables 4.A. Film and associated files on reproducible DVD and an electronic file format for computer storage. 4.B. Provide four thousand (4,000) DVD's of film for warrior's significant other (married). Provide two thousand (2,000) DVD's of film for single warriors. 4.C. The DVD shall have a printed image on DVD, and protective cases with cover which identifies the material, overview, and appropriate credits. 4.D. All material delivered as the finished product shall become the property of the Kansas National Guard. 5.0 Period of Performance 5.A. All requirements shall be met within 210 days from date of award of a contract. 6.0 Technical Acceptability: 6.A. Contractor shall provide related published material as evidence of qualification if requested by the Kansas National Guard. 6.B. An example of quality and content shall be in comparison to the PBS series "The Next Mission". 7.0 Submittal 7A. Request for offer will only be accepted from responsible businesses currently engaged in this type of commerce. Interested parties must respond with short synopsis of their capabilities (electronic documents) in writing, along with company name, address, phone number, primary contact(s), e-mail address, NAICS code(s), business size (i.e., small/large) and DUNS Number. 7B. Provide a Statement of Capability that demonstrates the offeror's past performance in providing similar educational training media. Please include the following: (a) staff expertise including their availability, experience, and formal and other training; (b) current in-house capability and capacity to perform the work; (c) prior completed projects of similar nature; (d) corporate experience and management capability; and (e) examples of prior completed Government contracts, references, and other related information. A FUTURE NOTICE WILL BE POSTED WHEN THE SOLICITATION WILL BE RELEASED.
