(I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number WRD-10-18056. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-10. (IV) This procurement is unrestricted and open to all sources. (V) This combined solicitation/synopsis is for purchase of the following commercial item(s)/services: See Attached. (VI) Description of requirements is as follows: Statement of Work: Statement of Work Project Title: Assessing relative risk of contaminant exposure in causing cancer development in California sea lions Performance Period: Award - August 31, 2012 Purpose: Marine mammals make excellent sentinels for the effects of ocean change on human health. Not only is their health impacted by similar factors as they share prey items and habitat with humans, but also disease outbreaks in marine mammal populations command considerable public attention. In addition, there have been an increasing number of highly publicized mortality events of marine mammals that have raised concerns about deteriorating ocean health. For example, recent mortality events involving California sea lions were linked to the presence of a biotoxin (i.e., domoic acid) in ingested prey (e.g., anchovies and sardines) that was not detected by mussel watch monitoring prior to the sea lion mortality events. Marine mammals can also be useful sentinels of anthropogenic contamination of the ocean - many species are long-lived, top-level predators that inhabit breeding areas that are highly contaminated. These contaminants may impact the health of both sea lions and humans, who share prey species such as salmon, rockfish, market squid, hake, anchovies and sardines. Research in linking chronic diseases (i.e., cancers) in marine animals provides a model of the interactions (e.g., pathogens, toxic chemicals, biological factors) that may be useful for assessing whether changing coastal ocean conditions will likely increase or decrease the deleterious interactions between the host-pathogen-environment and increased risk of disease. Previous research at West Coast Center for Oceans and Human Health at the Northwest Fisheries Science Center focused on using California sea lions as a sentinel and a model for assessing status and trends and detecting effects of chemical contaminants and toxins (natural and anthropogenic) on health of marine mammals. The programmatic objectives are: 1) determine the distribution of human microbial pathogens in pinnipeds, and assess the risk of disease transmission from these animals back to humans, and 2) determine the impact of anthropogenic and natural stressors on the health of the California sea lion as a surrogate for human health impacts. This information will improve understanding of the relative risk of contaminant exposure in causing cancer development in California sea lions, which share coastal habitat and diet with humans. Background: For an out-bred population of wild animals, California sea lions (Zalophus californianus) have an unusually high prevalence of cancer. Between 1979 and 1994, 18 % of sexually mature sea lions examined had neoplasms, the most common of which was a highly aggressive metastatic carcinoma of urogenital origin. Animals dying from cancer have higher levels of organochlorine contaminants compared to animals dying from trauma. Molecular and epidemiological studies have shown an association between herpesvirus infection and this, while genetic analyses have found a link between a microsatellite genetic marker (PV11) and the occurrence of carcinoma in California sea lions. As carcinogenesis is a multistep process requiring at least two mutagenic events, often with a long latency period between the initial DNA damage and the onset of neoplasia, we hypothesize that genetic predisposition in California sea lions interacts with environmental factors including contaminants and herpesvirus infection to cause neoplasia. Objective: To investigate routes of exposure of California sea lions to contaminants, blubber samples have been analyzed from sea lions of different ages and at different sites during their annual migration. Approximately 100 samples have been analyzed to date, but data have not been evaluated to investigate effects of age, sex, site and date of sampling to gain insight into routes of exposure. In addition, to determine the relative importance of contaminants in causing cancer in California sea lions, two groups of sea lions that strand in central California will be examined at necropsy: 100 cancer cases and 200 "controls" sex-matched animals without cancer dying of trauma or domoic acid toxicosis. Their age, genotype, herpesvirus infection status and contaminant burden will be determined, and the relative importance of each factor in determining cancer development identified from the resulting odds ratios and logistic regression modeling. The outcome of this project will be an understanding of the relative risk of contaminant exposure in causing cancer development in California sea lions, which share coastal habitat and diet with humans. Requirements: In support of research on marine mammals as sentinels for ocean and human health, the West Coast Center requires an organization that conducts research on stranding marine mammals on the U.S. West Coast. The organization should have proven experience and expertise in the following: 1) research expertise of urogenital cancer in pinnipeds, 2) knowledge of and access to database (i.e., age, sex, chemical contaminants burden, histology) of stranded sea lions with and without cancer, 3) staff of clinical and research veterinarians who are experts in evaluating the health of animals stranding along the west coast, and 4) onsite diagnostic facilities that can respond to the stranding of marine mammals to provide veterinary diagnosis and rehabilitation. Deliverables: 1. Analyze existing data on persistent organic compounds in California sea lions to evaluate changes in exposure with age and identify age at which the majority of exposure occurs. 2. Add data to the existing database to develop a case control study with 300 sea lions to assess the relative risk of sea lions developing cancer after exposure to environmental contaminants.
