Description
Questions / Answers Questions: 1. samples can not be done in the time allowed. we only got the request a few days ago 2. it is unfair to ask bidders to put up to 1000.00 out for samples unless they are the low bidder 3. you are unclear as to who and where and when and how many are to be measured -- are you asking for one person to be measured at a time as that person is available? 4. or will measuring be done in groups 5. we have done national contracts like this and planning is needed to even submit a bid. 6. if we have a measuring site near your two locations, can you people go there? 7. or do your people have to be measured at your sites? Answers: A. This solicitation will remain unchanged. A. We need samples for evaluation. Being able to see the quality of materials, cut, style, color, etc. and cross reference it to our specifications and needs is one of the primary ways to determine best earned value for the government. A. All samples will be returned to the vendors. A. This response is for both questions 3 and 4. Measurement would be coordinated with the selected vendor. Normally past measurement/fittings have been done in a two day period. SIOP Regions would make all but those personnel otherwise not able to attend to be available for fittings on a mutually agreed schedule. Number of personnel involved in the East Region would be approximately +/- 200 and in the West Region +/- 90. Specific numbers would be released upon award of contract due to the sensitive nature of the exact manning by region. A. Getting our personnel to go off site would be logistically difficult and expensive (it would encur both overtime and potentially travel costs). It would be more practical to do the fittings on site (number of vendor staff vs. numbers of police officers traveling makes this obvious).
