- Arcata Associates, Inc has a requirement for 4 each AL4302, 4302 Communications Muxand Demux chassis, 4 each 2016, Mux9 2 channel Mux Input (TTL), 4 each 2017 Demux9 2channel Demux Output (TTL), 4 each 2024 Pack2 Packetizer TTL & PDI Interface, 4 each2024, Depak2 Depacketizer TTL & PDI Interface, and 16 each 2100, DS1F T1 InterfaceInput/Output.Arcata Associates, Inc intends to purchase the items from Apogee Labs 210 South ThirdStreet North Wales, PA 19454. Apogee Labs is the only responsible source which is capableof satisfying the agency's unique need for the following reasons:Apogee Labs, Inc designed, built, and extensively tested the communications systems since1993, over the years the Apogee Labs has developed cost effective products to collect,transmit and record the signals, data and communications found within these communities.Today APOGEE is a recognized leader in bridging the gaps that exist between the uniquerequirements of the DOD National and International Test Ranges, NASA, the High EnergyPhysics communities and commercial communications and networking infrastructures.Apogee Labs is the leading supplier of highly-specialized, high-configurable Mux andDemux systems. The AL4302, provided by Apogee Labs is the next generation of its popularAL4300 product line, but continues to interface with existing equipment currently in use. Apogee Labs, as the sole producer of the AL4302 configurable systems has the uniquetooling, facilities, data and engineering support organization required to accomplish thestatement of work. Due to the proprietary nature of the intellectual property, ApogeeLabs can provide these required services and materials. Apogee Labs Systems are currently installed and configured to support NASA Dryden WATRsystems providing Mux and Demux systems to remote locations as well as NASAs new centerDryden Aircraft Operations Facility, procuring these newer systems well allow NASA to addnew infrastructure to new remote facilities, and to continue to support infrastructurecurrently in place. This procurement will provide newer cards and spare cards for theoriginal systems. Over the years the Company has developed cost effective products to collect, transmit andrecord the signals, data and communications found within these communities. Today APOGEEis a recognized leader in bridging the gaps that exist between the unique requirements ofthe DOD National and International Test Ranges, NASA,the High Energy Physics communitiesand commercial communications and networking infrastructures.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 2:30 p.m. PacificTime on August 24, 2010. Such capabilities/qualifications will be evaluated solely forthe purpose of determining whether or not to conduct this procurement on a competitivebasis.A determination by the Government not to compete this proposed effort on a fulland open competition basis, based upon responses to this notice, is solely within thediscretion of the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.
