Description
PRE SOLICITATION NOTICE: The Centers for Disease Control and Prevention, National Institute for Occupational Safety and Health (NIOSH), National Personal Protective Technology Laboratory (NPPTL), Pittsburgh, PA has a requirement for Public information campaign for disseminating NIOSH personal protective equipment knowledge to Healthcare and Public Services Sub Sector. This requirement is solicited as a small-business set-aside. The CDC intends to award a single Firm-Fixed-Price Purchase Order in accordance with FAR Part 13. The period of performance is one year from date of contract award. BACKGROUND The National Personal Protective Technology Laboratory (NPPTL) is a division of the National Institute for Occupational Safety and Health (NIOSH), within CDC that has as its mission: to prevent work-related injury, illness, and death by advancing the state of knowledge and application of personal protective technologies (PPT). Proper use of personal protective equipment (PPE) and technologies substantially reduces injuries, illnesses, and fatalities among our nation's workers. An estimated 20 million workers use PPE on a regular basis to protect them from job hazards. PPE protects workers from death and disabling injuries and illnesses resulting from exposures to hazardous airborne particles, harmful chemicals, excessive noise, falls, physical trauma, and fires. Improvements in PPT are realized through better standards and regulations and subsequent availability of PPE complying with the new standards and regulations, worker training programs, guidance on selection, use, and maintenance. The Laboratory is responsible for (1) conducting work site surveillance of hazards for which protective technologies and equipment are used to protect workers, and studies patterns of personal protective technology (PPT) use; (2) conducting a variety of laboratory and field research relating to the development and evaluation of innovative personal protective technologies and equipment; (3) researching and developing criteria, standards and guidelines relating to PPT performance, quality, reliability and efficacy; (4) directing and performing the NIOSH respirator approval program and related laboratory, field, quality, and records activities; (5) producing and disseminating research findings, technical information, training materials, performance criteria, and recommendations for using personal protective equipment to improve protection of workers; and (6) developing, studying and assessing the effectiveness of communications and training approaches and technologies relating to PPT. In the performance of its activities, NPPTL produces many types of technical outputs primarily aimed at the technical communities researching, manufacturing, using, and regulating the various types of personal protective technologies and equipment. These outputs include technical papers and peer-reviewed manuscripts, presentations at technical meetings and conferences, and various types of guidance, recommendations, and policy documents. PURPOSE The purpose of this contract is to provide communications support services focused on developing and initiating a public information campaign for NPPTL to expand its existing capabilities so that it will be able to produce and disseminate materials aimed at a broader range of audiences with differing levels of understanding of the technical subject matter of the Laboratory's activities. These materials will be focused on the core NPPTL responsibilities that focus on workers who rely on PPE and technologies in the Health Care and Social Assistance (HCSA) sector (specifically health care subsectors including ambulatory services, hospitals, and residential care facilities) as well as the Public Safety Sub Sector (PSS), with an emphasis on fire fighters and emergency response personnel. In 2006, the HCSA sector employed over 17.8 million workers, with most (82%) working in health care. HCSA sector workers face potential exposures to unknown hazardous agents contaminating first receivers; emerging infectious diseases such as SARS, avian influenza, and others; and exposure to a variety of antibiotic-resistant pathogens. High hazard chemical use and use of other potentially hazardous new technologies continues to grow in health care settings; awareness of these hazards and appropriate workplace protections will be required. The ability of the HCSA sector to deal with emergencies including natural disasters, epidemics of pandemic influenza or other contagious diseases, and intentional attacks on the population has important implications both for HCSA workers and the community at large. The mission of the PSS research program is to reduce or eliminate occupational injuries, illnesses, and fatalities among workers in Law Enforcement, Fire Fighting, Corrections and Emergency Medical Services. In 2006, the PSS included over 3.5 million employees and about one-half of these workers are volunteer fire fighters and emergency medical services volunteers. PPE is critical to these workers to provide personal protection to reduce exposures from a number of inhalation, dermal, and injury hazards. SCOPE OF WORK A. Contractor Furnished Resources The contractor shall furnish all labor, equipment, materials, and supplies necessary to perform the work under this contract. B. Location of Performance The primary location for the performance of work under this contract shall be at the contractor facility. TASKS TO BE PERFORMED The contractor shall provide the communication support services identified in the following areas. A. The contractor shall develop a Management Plan for this effort that is the initial deliverable under this contract. This Plan will identify 1. various types of non-traditional information products applicable to NPPTL; 2. a set of defined targets within the Healthcare and Public Services Sub Sector communities through which to disseminate the communication products; 3. the avenues for disseminating these communication products (including active as well as passive methods); 4. a strategy to deliver these communication products via the listed avenues for dissemination to the defined targets; and 5. a feedback analysis process to determine the effectiveness of the efforts. The sum of these five activities will define the approach that can most efficiently be used to expand the scope and effectiveness of NPPTL's communications activities to a broader range of audiences with differing levels of understanding of the technical subject matter of the Laboratory's activities. The preparation of this Management Plan shall not consume more than 10% of the labor and 10% of the funding provided for the entire contract. The plan should be a maximum of ten pages in length. B. The contractor shall have the capability to modify existing NPPTL products and provide graphics services for creating, merging, modifying, enhancing, converting, storing, retrieving, and publishing documents and periodicals for NPPTL. Support shall include, but not be limited to: 1. Publication and presentation graphics support such as: charts, graphs, and diagrams; presentation graphics (slides, view graphs, posters); illustrations and drawings (technical and illustrative); publication design and production; multimedia presentations; and signs/posters. C. The contractor shall provide multimedia services for kiosk presentations, videos, CDROM production, DVD production, and other media as needed. Services shall include, but not be limited to, the following: 1. Provide product development support services, such as artistic design (including illustrations); hardware and software integration, development, and troubleshooting; video, audio, and graphics services; multimedia scripting and story boarding; video editing; editing and integration of digital photography, graphics, video, animation, and audio. 2. Provide production support services, such as designing CD cover materials; designing and installing install shield programs on CDs; burning CDs, and procuring and coordinating CD production. 3. Produce multimedia products, such as virtual site tours, interactive exhibits, and other outreach products. 4. Provide recommendations for optimizing web pages and provide recommendations to facilitate interactive web events and other information technology efforts. D. The contractor shall provide technical and scientific writing services to modify existing products to create non-traditional products. Services shall include, but not be limited to, the following: 1. Write, proofread, and edit, scientific and technical materials aimed at various audiences with differing levels of understanding of the subject matter. Disseminate publications, reports, presentations, speeches, media releases, and other public information outputs and products. 2. Interact with appropriate external organizations to ensure the availability of NPPTL outputs and other information for public access. E. The contractor shall be provided written Task Orders for each specific effort requested under this contract. PERIOD OF PERFORMANCE The period of performance is one year from the award of this contract. DELIVERABLES The contractor shall provide the following deliverables to the Project Officer by the Due Dates given below. All electronic files should be delivered via email and in MS Word format. 1. The contractor will provide a Management Plan. 2. The contractor will provide monthly reports summarizing its activities. 3. The contractor must have demonstrated experience in providing the requested services in the context of the activities of the Healthcare and/or Public Services Sub Sector communities. 2. The contractor's proposal should address potential approaches for addressing the five activities (described under IV. A above) relative to currently developed products such as: a.
