Description
The U.S. Fish and Wildlife Service (USFWS), Region 5, is issuing a Request for Proposal (RFP) for the Construction of a Fire Quarters Bunkhouse located at the Great Dismal Swamp National Wildlife Refuge, Suffolk, Virginia. Work will consist in providing design-build services for the construction of a dormitory style, one-story bunkhouse The proposed quarters will be located in close proximity to the Refuge maintenance shop area. This single story bunkhouse shall be slab on grade, wood framed construction and approximately 3200 square feet in area. The fire quarters will house 8-12 occupants in 6 bedrooms and one common bunk area. The bunkhouse will incorporate a large common kitchen area, a combination dining/living room area, bathrooms, mechanical room as well as laundry/storage room. The proposed work shall include coordinating and providing all utility service connections for electrical, cable, telephone with the local utility companies and as additive offer items design and construction of a septic tank/leach field for waste water disposal and the design and construction of a new well for potable water with water treatment if required for the area. The Contractor will be provided with conceptual drawings of the new bunkhouse facility which the Contractor will use along with this scope of work in developing an offer to government for the design and construction of this facility. The Contractor shall provide progress design drawing set as the design develops for review and approval by the government and final design drawings for construction of the new facility. The Contractor shall obtain all permits required for construction. The fire quarters bunkhouse shall be fully accessible in accordance with the Architectural Barriers Act (ABA) Accessible Guidelines. There is a 270 day performance period for this project. The estimated magnitude for the project is between $500,000 and $1,000,000. This procurement is unrestricted. The NAICS code is 236115. Interested firms shall present a minimum of five (5) similiar projects undertaken in the last four (4) years. The following information shall be provided for each of these projects: 1) Project name; 2) Original budget; 3) Change orders; 4) Summary of work; 5) Date of completion; and, 6) Client name, address, email address and phone number. Award will be made to the qualified contractor who represents the 'Best Value Continuum'. Evaluation of interested firms will be based on: 1) Past performance (40%); 2) Technical ability (40%) and #3) Cost (20%). The combination of past performance and technical ability will out weigh cost for this project. The solicitation package includes the technical specifications, drawings and proposal documents and will be posted to www.fbo.gov on or about August 19, 2010. Contractors must be registered in the Central Contractor Registration (CCR) at www.ccr.gov and complete Online Representations and Certifications (ORCA) at www.bpn.gov to be eligible for award. Department of Labor - Davis-Bacon wage rates will apply to this project. Packages must be submitted with all requested information including the cost proposal by 4:00 p.m., September 16, 2010.
