Description
Statement of Objectives This is a combined synopsis/solicitation for the commercial Blast Media Reclamation System and is prepared in accordance with the format in Subpart 12.6 and 13.5 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. This request for proposals (HSCG38-10-R-500012) incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-44. The North American Industry Classification System (NAICS) Code is 333999 and the small business size standard is 500 employees. The USCG anticipates award of a firm fixed price purchase order for a Blast Media Reclamation System in accordance with the attached Statement of Objectives. This solicitation is reserved for small business concerns and shall be 100% set aside. Offers should indicate nomenclature, part number, unit price, and extended price, any discounts for prompt payment, and business size standards and minority classifications. Award will be made to the offeror proposing the best value to the Government considering technical capability, experience, past performance, quality indicators, and price. Offers must also include the information contained in the Evaluation Factors section. Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. Upon request, the Contracting Officer will make their full text available. The offeror is cautioned that the listed provisions may include blocks that must be completed by the offeror and submitted with its quotation or offer. In lieu of submitting the full text of those provisions, the offeror may identify the provision by paragraph identifier and provide the appropriate information with its quotation or offer. Also, the full text of a solicitation provision may be accessed electronically at http://acquisition.gov/far/index.html. 52.212-1 Instructions to Offerors - Commercial Items (JUN 2008) 52.212-2 Evaluation Commercial Items (Jan 1999) Award will be made utilizing the following factors listed below. The Coast Guard intends to award one contract to the Contractor whose quote is identified as offering the best value solution. o Factor 1 - Technical Capability o Factor 2 - Experience o Factor 3 - Past Performance o Factor 4 - Quality Indicators o Factor 5 - Price EVALUATION FACTORS Offers must submit the information contained below for evaluation in accordance with FAR 52.212.2 Factor 1: Technical Capability The technical evaluation will include examination of the following • Technical capabilities of the system(s) • System interface/specification • Size limitations • Ability to meet and technical features for capability with the requirements of the required documents. Evaluation of products will be on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating and obtaining any information not identified in the offer. An offer that does not provide sufficient information which describes their capacity to meet the purchase description technical evaluation criteria can result in failure of this evaluation factor. Factor 2: Experience Offerors shall provide documentation supporting their experience within the last five years with furnished resources for design, upgrade, modification and/or replacement, and sustainment of the ALC blast media reclamation system. Examples of related experience are to be provided, and shall clearly demonstrate similar or directly-related work experience in terms of scope, magnitude and complexity. History, organization, qualifications, and work experience of similar abrasive blast media systems produced in the past 24 months, as well as, the number of similar abrasive blast systems produced for the lifetime of the design should be addressed. Factor 3: Past Performance The offeror shall provide three (3) past performances references that reflect relevant experience performed within the past three (3) years. Relevant experience includes that which is similar in dollar thresholds or that which is similar in supplies / services provided. The Government may also use other information available from Government sources to evaluate an offeror's past performance. The Government reserves the right to limit or expand the number of references it decides to contact and to contact references other than those provided by the offeror. If past performance information is not available, a neutral rating will be assigned for this evaluation factor. Factor 4: Price Offeror to provide for evaluation their proposed fixed price. Pricing proposal to be submitted as a separate document. Proposals should identify any price reductions offered, or quantity discounts. After all other factors have been evaluated, price will then be evaluated. The closer the offers are to technical equality, past performance and delivery the more important price becomes. If proposals are essentially equal, price may become the deciding factor in selection of a proposal for award. Factor 5: Quality Indicators The Contractor shall provide a length and extent of warranty for individual components from the day of Government acceptance with a desired 24-hour response time. This warranty shall cover ALL of the Blast Media Reclamation System components specified in this document. The Ombudsman Program for Agency Protests (OPAP) was established to investigate agency protest issues and resolve them without expensive and time-consuming litigation. OPAP is an independent reviewing authority that is empowered to grant a prevailing protester essentially the same relief as the General Accounting Office (GAO). Interested parties are encouraged to seek resolution of their concerns within the Coast Guard as a Alternative Dispute Resolution (ADR) forum, rather than filing a protest with the GAO or some external forums Interested parties may seek resolution of their concerns informally or opt to file a formal agency protest with the contracting officer or Ombudsman. Informal forum with the Ombudsman. Interested parties who believe that a Coast Guard procurement is unfair or otherwise defective should first direct their concerns to the cognizant contracting officer. If the contracting officer is unable to satisfy the concerns, the interested party is encouraged to contact the Coast Guard Ombudsman for Agency Protests. Under this informal process, the agency is not required to suspend contract award performance. Use of an informal forum does not suspend any time requirement for filing a protest with the agency or other forum. In order to ensure a timely response, interested parties should provide the following information to the Ombudsman: solicitation/contract number, contracting office, contracting officer, and solicitation closing date (if applicable). Formal Agency Protest with the Ombudsman. Prior to submitting a formal agency protest, protesters must first use their best efforts to resolve their concerns with the contracting officer through open and frank discussions. If the protester's concerns are unresolved, an independent review is available by the Ombudsman. The protester may file a formal agency protest to either the contracting officer or as an alternative to that, the Ombudsman under the OPAP program. Contract award or performance will be suspended during the protest period unless contract award or performance is justified, in writing, for urgent and compelling reasons or is determined in writing to be in the best interest of the Government. The agency's goal is to resolve protests in less than 35 calendar days from the date of filing. Protests shall include the information set forth at FAR 33.103(d)(2). If the protester fails to submit the required information, resolution of the protest may be delayed or the protest may be dismissed. This will not preclude refilling of the protest to meet the requirement. To be timely, protests must be filed within the period specified in FAR 33.103 (e).
