- Description
- The following questions and answers are hereby incorporated into the synopsis/solicitation: 1) Q: If an offeror employs fewer than 500 employees, can they submit a proposal? A: A size standard is the largest that a concern can be and still qualify as a small business for Federal Government Programs. 2) Q: If offeror is not the manufacturer and items requested are not the offerors primary business, can they submit a proposal? A: All responsible sources may submit a bid, proposal or quotation which shall be considered by the agency. However, FAR 52.219-6, Alternate I(Oct 1995), Notice of Total Small Business Set-Aside applies, to include CFR 121.406, which states: A concern may qualify for a requirement to provide manufactured products as a non-manufacturer if it: (a) Does not exceed 500 employees; (b) Is primarily engaged in the retail or wholesale trade and normally sells the type of item being supplied; and (c) Will supply the end item of a small business manufacturer or processor made in the United States, or obtains a waiver of such requirement. (Note: Waiver was obtained as referenced in "Changes" posted on 27 July 2010.) 3) Q: Does FED STANDARD 129 suffice for shipping labeling? A: MIL-STD 129 is acceptable. 4) Offeror is not required to re-submit their proposal IF current quote is valid through 27 August 2010. 5) Questions not received within a reasonable time prior to close of the solicitation may not be considered. 6) Proposal due date is 10 August 2010, 12:30 PM Central.
