- Statement of Work (SOW) Sole Source Justification 1. Sole Source Justification 2. Authority FAR 6.302-1 3. The United States Department of Agriculture (USDA), Animal Plant Health Inspection Service (APHIS), Plant Protection and Quarantine (PPQ), Center for Plant Health Science and Technology (CPHST), National Plant Germplasm and Biotechnology Laboratory (NPGBL), Beltsville, MD intends to award a sole source contract, Base year and up to 2 option years to OpGen Inc., 708 Quince Orchard Road, Gaithersburg, MD 20878 for Optical Genomic Mapping Technology. OpGen inc is the only source known to supply the optical genomic maps using OpGen Optical Genomic Mapping System for Regulatory plant pathogens to meet the program requirements as follows. 4. See complete detailed Statement of Work (SOW). 5. See Sole Source Justification. 6. A determination by the Government not to compete with this proposed contract based on responses to this notice is solely within the discretion of the Government. Simplified procurement procedures will be used as well as commercial item acquisition regulations per FAR12. Number note 22 applies.
