Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. Note: The Naval Undersea Warfare Center, Division Newport, Rhode Island is NOT accepting quotes or proposals via submission through NECO. Naval Undersea Warfare Center Division Newport intends to place on a Sole Source basis, a firm-fixed price purchase order to Ultra Electronics Ocean Systems, Inc., Braintree, MA 02184 for the purchase of DT-513D Hydrophones. Ultra Electronics was the vendor under NUWCDIVNPT production Contract N66604-04-D-1243. This Purchase Order is intended as a "gapper", as NUWCDIVNPT is in the process of developing the procurement package for the follow-on competitive ID/IQ DT-513 production contract. Ultra Electronics is currently the only qualified source for the DT-513D, as it would take upwards of 30 months to qualify a second vendor for this current requirement --much later than the required delviery date of 7 months. This acquisition will be processed using FAR Part 13 Simplified Acquisition Procedures. NAICS Code 334511, size standard 750 employees. Delivery required 7 months from date of contract award. The notice of intent is not a request for competitive proposals. All responsible sources may submit a capabilities statement which will be considered by the Government. A determination by the Government not to compete this proposed acquisition based on responses to this notice is solely within the discretion of the Government. Information may be submitted via email (stephen.a.lamb1@navy.mil) or mailed to Commercial Acquisition Department, Building 11, Naval Undersea Warfare Center, Code 11912 Attention Steve Lamb, Simonpietri Drive, Newport, RI 02841. Further details will be released upon issue of RFQ # N66604-10-Q-4498, which is anticipated to be on or about 08/24/2010.
