Description
This is a Small Business Sources Sought Notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service- disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. The National Institutes of Health (NIH), National Library of Medicine (NLM) is conducting a market survey to help determine the availability and technical capability of qualified small businesses, veteran-owned small businesses and/or HUBZone small businesses capable of serving the needs identified below. This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for market research. Background Recognizing the untapped potential of libraries, librarians, and information services to aid in the nation's disaster management efforts, the National Library of Medicine Board of Regents' Long Range Plan (2006-2016) recommended that NLM create a Disaster Information Management Research Center (DIMRC) to support national emergency preparedness and response efforts and "ensure continuous access to health information and effective use of libraries and librarians when disasters occur." DIMRC opened in 2008. Earlier, NLM began experimenting with several disaster information specialist pilot projects at medical libraries. These projects and related activities led to DIMRC's Disaster Information Specialist Program. Based on experiences with the pilot projects and with participants in the subsequent Disaster Information Specialist Program, NLM has learned that librarians interested in disaster information outreach need background knowledge in this subject area that is not currently available through most library and information school curricula or continuing education opportunities for librarians. Librarians who seek to be part of a community's disaster preparedness, response, and recovery efforts need background information on U.S. disaster management and the nature of expected disasters as well as training on information resources and databases developed for disaster management. Although NLM recognizes the importance of and funds training and activities that promote libraries' readiness for disasters that may affect their staff, buildings, collections and operations, the primary focus of this project is on developing the capacity of librarians to provide disaster-related health information outreach. Objectives The purpose of this project is to implement a new training and a certification process for medical librarians interested in serving as "Disaster Information Specialists." The contractor will assess the need for training, determine core competencies for Disaster Information Specialists, develop coursework, offer training, and administer a certificate program. Project Requirements The contractor will: • Investigate the need for and level of interest in a program offering certification for disaster information specialists. • Develop and implement a methodology for determining core competencies for a program on disaster health information, with an emphasis on the competencies needed to provide disaster health information outreach to one's community to enhance disaster preparedness, mitigation, response and recovery. • Research existing training resources to determine what basic and specialized disaster courses may already be available for use in the program, or can be used as models for the program such as library school courses. • Identify gaps and evaluate the need to develop additional disaster health information courses in competency areas not being met by existing courses. • Develop coursework both online and for classroom use, pilot and evaluate coursework, and incorporate adjustments and feedback as needed. At least one new course will be fully implemented. • Develop and administer the specialization program including setting requirements, outlining the complete curriculum, selecting courses to develop, application process, promotion of the program, and incentives for participation. • Collaborate with the NLM Disaster Information Specialist Program to utilize the Program's contacts to provide input on this new specialization and also to encourage those interested in the specialization to participate in this community of practice. • Evaluate potential interest in the specialization and encourage enrollment by librarians and information professionals from public libraries and other library settings (in addition to medical libraries) and from among health professionals, public health workers, allied health, and others who have disaster and emergency responsibilities as part of their jobs. Anticipated Period of Performance The period of performance shall be twelve (12) months from the date of award. An award is anticipated to be made on or about September 15, 2010. Other Important Considerations The proposed acquisition will be procured in accordance with the policies and procedures under FAR 13-Simplified Acquisition Procedures. All responsible sources may submit a capability statement which will be considered by the National Library of Medicine. This Sources Sought Notice is not a Request for Quotes (RFQ), nor is an RFQ available. Interested firms responding to this Sources Sought Notice must adhere to the following: (a) Provide a capability statement demonstrating relevant experience, skills and ability to fulfill the Government's requirements for the above. The capability statement should contain enough sufficient detail for the Government to make an informed decision regarding your capabilities; however, the statement should not exceed 10 pages. (b) The capability statement must identify the responder's: small business type and size; DUNS number; NAICS code; and technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and e-mail addresses. (c) All capability statements must be submitted electronically no later than 12:00pm eastern standard time on Thursday, August 19, 2010 to Shari Shor, shorse@mail.nlm.nih.gov. Disclaimer and Important Notes: This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. Confidentiality: No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
